- The Naval Air Systems Command (NAVAIR) has awarded a firm-fixed price delivery order under Basic Ordering Agreement (BOA) N00019-10-G-0010 to Orbital Sciences Corporation, Chandler, AZ to provide services and support to ensure that hardware will be available to support future Launch Operations through performance of Depot Level Repair activity for the GQM-163A Coyote. This acquisition was pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements.' A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: Orbital Sciences Corporation is the sole designer, developer, and manufacturer of the Supersonic Sea Skimming Target (SSST) and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified.
