Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. The NAICS code is 332311 and the size standard is 500 employees. THIS SOLICITATION IS RESERVED EXCLUSIVELY FOR HUBZONES. Please provide quotes NLT 6:00 PM Eastern time September 24, 2010 to daniel.sindorf@andersen.af.mil. Quote must clearly show that items offered meet all requirements and be F.O.B. Andersen AFB, Guam. Award will be made on a lowest price technically acceptable basis. This is an all-or-none solicitation; quotes that do not include all solicited items will not be considered for award. The following commercial items are being solicited: 1. Aluminum Storage Containers. Container Specifications: Overall length = 45 feet long Overall height = 9 feet 4 inches or 111" - usable = 8 feet 8 inches or 104" Overall width = 8 feet - usable = 7 feet 8.5 inches or 92.5" Double doors, both ends = 4 feet wide each, w/ weather flaps on top, side and bottom - self-locking, but also lock together, single padlock on one door prevents entry to both doors. Installed aircraft 463L pallet roller system - 2 sets of roller beams and rollers to run entire length of container, front to back, no greater than 4in high, equipped with insertable/removable pallet stops (vertical bars that can be manually inserted into or removed from slots in roller system to prevent pallets from sliding/moving), equipped with maintenance-free rollers. Quantity: 8 Each 2. External elastomeric paint to prevent corrosion in harsh tropical environment on all containers in item 1. 3. Footings and cables: Solid 4ft D x 4ft W x 18in H cement pedestals/blocks with an attachment point for attaching 3/4" steel braided cables from top of storage unit to cement block (typhoon proofing). Steel Braided Cables to secure container to cement blocks: 3/4in thick steel, braided cables and fastener hooks at both ends of steel cable required to attach steel cables to cement block attachment points, as well as to the top of each storage container (all four corners) without puncturing the container ceiling or walls (or suitable substitute capable of withstanding typhoon strength winds) Quantity: 32 blocks/32 cables. 4. Shims - ample amount of shims to ensure all containers are properly leveled and remain leveled atop cement blocks. 5. Relocate three existing 45' containers, footings, and tie-downs, changing existing bindings as necessary, to a new location on Andersen AFB and reset/secure. 6. Site preparation: Provide a 2-3 inch base of ¾ inch gravel over an area approximately 100x245 feet. Provide a suitable perimeter of sandbags (or other method equally as durable) to contain the gravel. 7. Delivery and installation of all items specified in this solicitation. In addition, prospective contractors shall provide engineering certification that their container installations, when properly installed and secured, are capable of resisting overturning in winds up to 170 miles per hour. All other components (doors, cladding, etc) must also be certified to resist damage in winds up to 170 miles per hour. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
