Department of Memorandum Veterans Affairs Date: August 9, 2010 From: Donyale Smith, VISN 5 Contracting Officer To: Contract File Subject: CAFM Renewal Justification & Approval JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION: In accordance with Federal Acquisition Regulation (FAR) 8.405, justification and approval for other than full and open competition is hereby approved for the issuance of the contractual action described below using other than full and open competition pursuant to the authority cited herein. 1. CONTRACTING ACTIVITY: Department of Veterans Affairs Veterans Integrated Service Network (VISN) 5 849 International Drive, Suite 275 Linthicum, MD 21090 2. NATURE OF ACTION BEING APPROVED: This justification and approval is for the award of a sole source contract to Indus Systems, Inc to provide and maintain a facilities management software and drawing system for the VISN 5 Capital Assets and Facilities Management (CAFM) office. Indus Systems, Inc. is an 8(a) small business and this contract is to be awarded under their General Services Administration (GSA) 8(a) Streamlined Technology Acquisition Resources for Services (STARS) Contract No.: GS06F0102Z. 3. DESCRIPTION OF SERVICES AND SUPPLIES: The contractor shall provide all human, technical and logistical resources, and perform all operations necessary to provide the services and develop the deliverables as described below. VISN 5 desires to continue maintenance and update existing Indus Inc. Capital Assets and Facilities Management (CAFM) system used for the execution of business processes at each medical center (VAMC). The existing system accurately documents the physical plant resources and is a tool which helps the VA to make accurate and informed decisions on the optimal utilization and value of such resources. In addition, the CAFM system provides rapid response to maintenance problems, re-configuration requirements, space planning, energy planning, and security planning. The architectural layouts have changed since they were updated sometime back. The VAMC FMS departments have project drawings that reflect some of the changes. The contractor shall review these drawings with Facilities Management System (FMS) staff and incorporate the changes in the existing drawings. In certain cases, such as some of the Community Based Outpatient Clinics (CBOC), the drawings may not exist, or they may not be in electronic formats. In such cases, the contractor shall develop accurate electronic drawings. Total contract value is $145,360.79. 4. STATUTORY AUTHORITY: The requirement was procured in accordance with FAR 8.405-6(b)(1), Limited Sources Justification and Approval: Only one source is capable of responding due to the unique or specialized nature of the work. 5. RATIONALE SUPPORTING USE OF AUTHORITY CITED ABOVE: Pursuant to FAR 8.405-6, the Government is making award to Indus Systems Inc. Furthermore, Indus Systems, Inc., provides the specifications needed by VISN 5 for its facilities management and software system. Indus is required to maintain and update the existing iDrawings CAFM system by Indus that is currently in place at each VISN 5 Medical Center for the past several years. Converting the existing Indus CAFM system to another CAFM system would result in unacceptable delays to critical facility information required to meet Strategic Capital Investment Planning and Capital Asset Inventory (CAI) Update deadlines and use of CAFM with ongoing design & construction activities. In addition, the expected increase in expense to convert CAFM System to a different system, the additional training required by users of a different CAFM system, and changes to CAFM use procedures to accommodate a different system are not feasible. 6. EFFORT TO SOLICIT POTENTIAL SOURCES: No effort to solicit potential sources was done, since this acquisition was done as a sole-source contract award pursuant to FAR 8.405-6. 7. DETERMINATION OF FAIR AND REASONABLE COST: VISN 5 has reviewed the contractor's pricing proposal and determined that the total contract value of $145,360.79 is fair and reasonable and in line with their GSA contract pricing. 8. MARKET RESEARCH: N/A 9. ADDITIONAL SUPPORT: N/A 10. OTHER INTERESTED SOURCES: N/A 11. FUTURE COMPETITIVE PLAN: This is a contract for 12 months, with an optional task to provide on-site support, at the discretion of the Government based on availability of fiscal year funds and Contractor performance. The Government may contemplate a competitive acquisition in the long term if agency requirements change and dictate the need for an updated or new facilities management system. 12.
