- 1. Program Office: NHGRI 2. Project Officer: 3. Project Information: Leadscope Licensing Title: Period of Performance: One Year ARO Requisition No. Proposed Contractor: Leadscope Inc. 4. Description of what is to be acquired and the Benefit received by the Government: The subject requisition is for the procurement of a one year license of a suite of products developed and sold by Leadscope, Inc. of Columbus, OH. The products including an enterprise “Leadscope Hosted Server”, 8 concurrent licenses to Leadscope Desktop software, and 8 pre-packaged chemical databases.. 5. Independent Government Estimate: N/A 6. Specific, detailed explanation of why it is not feasible to obtain full and open competition. Sole Source Justification. The NIH Center for Translational Therapeutics (NCTT) includes Therapeutics for Rare and Neglected Diseases and the NIH Chemical Genomics Center. NCTT develops drugs for unmet medical needs. A critical process within NCTT’s research is the lead optimization of various drug discovery projects. Leadscope software is geared towards managing some of the lead optimization data and in accelerating the medicinal chemistry optimization of lead series. The Leadscope software provides several functionalities that provide a unique experience in chemistry-centric data analysis of biological data: -ability to explore compound libraries via a large dictionary of common heterocycles and functional groups that occur in small organic molecules -ability to correlate biological activity with these chemical features to help find patterns in activity against chemical patterns -integration of all granular aspects of this type of data… meaning, most things are linked to other things so that users can browse data in a productive way -ability to rapidly generate scientific reports that include structure activity relationship R-group tables… special type of tables that highlight patterns of biological activity and help drive the further development of probes -ability to share project related data and analysis results with other staff members There is no other chemical database software that enables scaffold-based analysis browsing of biological data and share analysis and results with other scientists. In order to compare with other commercial options, individual functionalities of the software must be assessed. 7. Statutory Authority. Federal Acquisition Regulation (FAR) Subpart 13.106-1. (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). No other requirement and/or type for supply or service will satisfy agency need. 8. Market research: The review of previous purchase orders for the identical requirement.
