NGC Faculty and Staff Handbook NGC Curriculum Developement CONOPS NGC Assessment CONOPS Draft RFP Section L &M IC Model Draft PWS Adjunct_Instructor_Certification_Program_CONOPS 1. Introduction Under FedBizOps Special Notice, a Request for Information number HM017710-RFI-01 was issued in May 25, 2010 for the National Geospatial-Intelligence Agency's (NGA) requirements for Leadership, Supervisory and Professional Development training support within its Human Development (HD) Directorate, James R. Clapper School of Leadership and Professional Development (SLPD). The SLPD is looking to modernize its programs (both curriculum content and delivery strategies) and move to commercially available learning solutions. A draft Request for Proposal (RFP) performance work statement (PWS) covers NGA's requirements for competency-based commercial training that is customized to reflect the NGA mission, vision, culture, and core values. Specifically, this training includes the following: 1. Leadership Development Training (a) Career-Long Leadership Development Program • Four offsite in-resident courses for NGA leaders at all levels (Contractor provided facilities - East and West) • Courses are band specific for employees at pay band 1 through Senior Executive o One course for employees at pay bands 1-3 o One course for employees at pay band 4 o One course for employees at pay band 5 o One course for Senior Executives (b) Executive Leadership Development Course • One offsite in-resident course (Contractor provided facilities - East and West) • Course is band specific for pay band 5 employees (c) Values-Based Leadership Course • One course (taught at NGC Campuses - East and West) • Course is open to employees at the pay band 5 level and below 2. Professional Development Training (a) Professional Communications Skills Training Program • Three courses-two writing skills courses and one briefing skills course (Contractor provided local training facility - East and West) • Courses are open to employees at the pay band 5 level and below (b) Interpersonal Communications Skills Course • One course (taught at NGC Campuses - East and West) • Course is open to employees at the pay band 5 level and below A draft of the RFP number HM0177-10-R-0047 is posted at this time to allow review and feed back from potential Offerors. Sections L and M of the RFP plus the Performance Work Statement are posted for your review. Information presented in the DRFP is subject to change and that incurring expenses or beginning to formulate an approach in preparation for the acquisition based on information presented in the DRFP is solely at the potential offerors risk. 2. Responding to this draft RFP NGA requests that you review the following questions about the draft RFP and provide information as appropriate: a. A response no longer than 2 double-sided pages exclusive of existing marketing materials. Only electronic submissions will be accepted. If any responsive document is larger than 3 MB, you may send it in more than one submission. Response must contain only UNCLASSIFIED information and be MARKED "UNCLASSIFIED" at least on the first page of the response. No Classified information may be included anywhere in the response. This information will be used by the government program manager to refine the approach for the final request for proposal. b. NGA is providing an estimated throughput for each class. NGA would like feedback as to a reasonable number of classes based on 25 students per class and any other constraints in the RFP. If removal of constraints allows for a better optimization of the number of classes available, please provide that information for NGA's consideration. c. NGA is providing samples of the type of facilities considered appropriate for Contractor-provided facilities and food services for the professional in-resident training courses (i.e., the Career Long Leadership Development Program and the Executive Leadership Development Program). Please provide feedback on the adequacy of the information provided as well as the reasonableness of the requirement for an all-inclusive facility. Please also provide feedback on the requirement that the Contractor provide a local training facility for the Professional Communications Skills Program. d. NGA requires some customization of the commercial course material to relate the information to NGA's mission, vision, culture and core values. Please provide feedback on the percentage of customization required (i.e., up to 25%) to adapt commercial training for all of the courses. Is this an appropriate percentage or not? e. As part of instructional methodologies NGA has requested Offerors to include the requirement for pre-course work using e-learning or other innovative approaches. Is this reasonable? If so what types would you recommend? f. NGA desires the Prime Contractor to perform a substantial portion of the work and subcontractor participation is limited to first tier. NGA desires to limit excessive pass-through charges, but still gain the highest quality training. What would be your recommended percentage of work that the Prime Contractor should perform? g. Please indicate your desire to prime or subcontract for this effort. Please state the size of your company, large or small. If a small business, add in your Small Business Administration Status. The NAICS code is 611430, Professional and Management Development Training. 3. Questions and Comments Respondents may submit questions or comments concerning this draft RFP, to the World Wide Web site of the IC Acquisition Research Center (ARC) at https://arc.westfields.net. New users of the ARC first must register (using the "Create New Account" button on the Web page) and obtain a user identifier and password to use for login at the site. Once registered and logged in at the ARC, a user can click and select the "Leadership, and Professional Development Support" ARC webpage under "Current Efforts." Respondents may submit questions concerning the draft RFP using the "Leadership, and Professional Development Support" website question/answer feature. The Government will entertain questions on a case-by-case basis. Respondents should be advised that all questions submitted to the ARC will be posted for all respondents to view, although the identity of the requesting organization will be withheld. Questions and comments regarding this draft RFP will be accepted via only the ARC Web site. Respondents should not directly contact any NGA personnel noted in this draft RFP. All other questions must be submitted by 11 October 2010, 12:00 noon, EDT. Responses to the above questions are due no later than 1 Oct 2010, 2 p.m., EDT.
