- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION as required by FAR 6.302-1, 6.303/304, and 13.501(a)(ii) 1. Identification of the Agency and the Contracting Activity: Department of Veterans Affairs Minneapolis Veterans Affairs Healthcare System One Veterans Drive Minneapolis, MN 55417 2. Nature and/or description of the action being approved: The Government intends to publicize and award a sole source firm fixed price contract to St. Jude Medical for a estimated dollar value of $177,900.00 3. A description of supplies/services required: The MVAHC owns a St. Jude Cardiac Mapping System. The MVAHC does not have a need for a new system, however they do require an upgrade to their existing system. 4. Statutory Authority permitting other than full and open competition: Far 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. 5. Facility ™s Unique Qualifications: At this time the MVAHC does not want to procure a new cardiac mapping system, they just need an upgrade to the piece of equipment that the Government already owns. It would be cost prohibitive to purchase a new system. The life cycle of the existing equipment can be extended by several years by procuring the upgrade. 6. Efforts made to insure that offers are solicited from as many potential sources as is practicable: After doing extensive market research for an EnSite cardiac mapping system, I have determined that St. Jude Medical is the only vendor in the commercial marketplace to procure this from. The original company that created this, was Endocardial Solutions. They were purchased by St. Jude in 2004. However this requirement will be published on www.FBO.gov, allowing opportunity for potential vendors to respond to the Governments requirement 7. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable: After market research of published internet sites, and contacting the vendor, the price is reasonable based on the current market for this item. 8. Market survey conducted: I examined several websites for similar products. Contact vendors of similar products and discussed with the using service. The EnSite Cardiac Mapping System, is the only equipment that will satisfy the Government ™s requirements. 9. Other facts: N/A 10: Other sources expressing an interest: N/A 11. Actions to remove or overcome any barriers to competition: A combined synopsis will be published on www.FBO.gov I certify that this justification is accurate and complete to the best of my knowledge. I recommend that negotiations proceed with JENNIFER JOHNSON Contracting Officer
