- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation; quotes are being requested and written solicitation will not be issued. Solicitation number is W91RPH02277000 and is issued as a Request for Quote (RFQ). Submit written offers only, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-45. This procurement is being issued as Full and Open Competition. North American Industrial Classification Standard: 334220; Size Standard: 750. The following commercial items are requested in this solicitation: Data Recorder/Playback System (3 each) capable of combining the integrity of a large recorder system in a compact ruggedized unit; capable of recording both up-link and down-link channels and playback real world signals, which were previously collected, at Radio Frequencies for playback in a classroom or field setting. The recorder/system needs to meet the following Salient Characteristics/Criteria: "RF to RF Record/Playback in a single platform "RX/TX Frequency Range Continuous coverage from 200MHz to 3GHz minimum "RX Capture RF Bandwidth 40MHz Max single channel bandwidth "RX Digitization Bandwidth from 30 KHz to 30MHz (selectable bandwidths) for any single channel. "If BW exceeds 400KHz, then only one channel can be captured at one time "TX Playback RF Bandwidth - 30MHz Max "Internal RAM Storage Capacity 4GB "Internal Permanent Storage Capacity? Minimum of 1TB SATA HDD (SATA is expandable as HDD capacity increases) "12VDC, 110VAC, 220VAC operation. AC/DC adapter provided. DC Adapter provided "Single rugged package and transit case "Separate RCV/XMT RF connectors "10/100/1G Ethernet connector "Internal GPS receiver w/ external antenna "RF Receive Subsystem DRS Nano-ceptor + 16bit ADC and Digital Down Converter "RF Transmit Subsystem 16-bit DAC, RF Up-conversion IC & filtering with Direct Digitally Synthesized Clock "2 400 KHz receive channels digitized and stored simultaneously. "Both channels must be within the same 40MHz to receive bandwidth "Minimum storage capacity of 72 hours of 2x400KHz "1 - 30MHz receive channels digitized and stored "Channel must be center tuned within the 40MHz RF bandwidth "Minimum storage capacity at 30MHz for 2 Hours (based on 1 TB storage) "The XRU recorder shall have removable HDD storage with a design goal of using storage that is compatible with the DRS Xpress and Scout recorders storage packs. This will allow drive packs to be switched out from day-to-day or scenario-to-scenario for more adaptability "Ability to play back via RF Up-Conversion of previously captured data "Microsoft Windows Graphical User Interface for controlling and managing RF record/playback "User specified up-conversion frequency between 200MHz and 3GHz independent of capture frequency "User configurable record frequency, bandwidth and time "User configurable playback frequency, sequencing, and duration (ability to crop previously stored files) "GPS Time/Location stored with each snapshot (if GPS enabled) "Provide training to selected instructor cadre on set up, maintenance and continued sustainment requirements of the XRU data recorder/transmitter. The Mission and Installation Contracting Center Fort Sam Houston, intends to award a Firm Fixed Price contract to the lowest price technically acceptable quote. Delivery date shall be no later than 13 December 2010.
