Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is TOTS10C0126; this solicitation is issued as a request for quotation (RFQ). The RFQ incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. This procurement is not set-aside for small businesses, and the associated NAICS code and small business size standard are 518210 and $25 million, respectively. The Office of Thrift Supervision (OTS) has a requirement for a mortgage securities database management system. The Contractor shall provide the following services: The Contractor shall provide a powerful database management system with a web-based solution, which stores, maintains, standardizes, integrates, validates, aggregates, calculates, and formulates the industry's largest non-agency residential mortgage securities (raw) data base for OTS on a daily basis. The Contractor shall be a recognized industry leader with extensive experiences on managing the industry's largest mortgage securities database. Specifically, the Contractor's system shall have already been designed and experienced in updating, maintaining, validating, calculating, integrating and formulating hundreds of millions of residential mortgage records on non-agency mortgage-backed securities (MBS) and asset backed securities (ABS) markets, which are mostly the origination and performance data, at loan-level, for securitized Alt-A, subprime, jumbo loans and option adjustable rate mortgages (ARMs) in the United States. The Contractor's system shall provide a web-based solution that: 1. Updates, integrates, calculates and formulates the industry's largest mortgage securities database on a daily basis; 2. Allows at least five OTS employees to access the system through internet simultaneously; 3. Allows the OTS users to run queries involving multi-terabytes of data within minutes, using a parallel analytic data engine; 4. Provides web graphical user interface GUI interface to allow the user to run many what-if scenarios and perform slicing and dicing easily; 5. Generates and exports a variety of reports quickly and accurately; 6. Integrates the industry's largest mortgage securities database with data from many other sources such as metropolitan statistical areas (MSA), zip code, house price index (HPI), unemployment rates, and interest rates; 7. Possess key risk indicators and geographic layers, and provides other associated economic time series data; 8. Provides timely and effective technical support by phone, email and online; 9. Provides training to the users; 10. Provides detailed data dictionary, glossaries and variable specifications. The mortgage securities database management system shall be hosted in the Contractor's server. The Contractor's system will not interface with the OTS's IT system as the OTS users will access the Contractor's system for data and data analytics through a web-based solution provided by the Contractor. The service must be web-based, and OTS requires a twelve (12) month subscription. The Contractor shall submit a quotation for the mortgage securities database management system with a web-based solution to the Office of Thrift Supervision. Line Item 0001 - Base Year (Period of Performance: October 1, 2010 - September 30, 2011). One Year Subscription for Mortgage Securities Database Management System with a Web-based Solution. Line Item 0002 - Option Year One (Period of Performance: October 1, 2011 - September 30, 2012). One Year Subscription for Mortgage Securities Database Management System with a Web-based Solution. The selected offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (including the FAR clauses cited in paragraphs (b)(20) through (26), (24), (34) and (39) of that clause) apply to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. The resulting contract will have a one year base period and one one-year option period. Proposals shall be firm fixed price for the period of performance indicated above. Selection for award shall be based on the following: Clause 52.212-2 Evaluation-Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors in descending order of importance shall be used to evaluate offers: (1) technical capability; (2) price; and (3) past performance. Technical and past performance, when combined, are significantly more important than cost or price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) All qualified sources are invited to respond and will be considered for award. Proposals must be received no later than 12:00 p.m. Eastern Time on September 28, 2010.
