Description
This synopsis is posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Government intends to purchase, on a sole source basis in accord with FAR 6.302-1, an additional year of right-to-use license, to customized software proprietary to IDS Ingegneria dei Sistemi (UK) Ltd at 3 Gloster Court, Whittle Ave, Fareham PO15 5SH, GBR. The requirement includes the following: (1) Ship EDF EME software for the term of 1 Sep 2010 and 31 Aug 2011. (This software is currently licensed for use at the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) site; the instant requirement represents re-instatement.) No other software will satisfy this requirement at this time because the software must enable continuity of current work in progress: replacement of software would compromise the work in progress and incur additional costs associated with delays for adaptation, conversion of files, and testing, for program approvals of efficacy, comparisons to baseline data, etc. Substitution of software for the instant requirement would be expected to result in replacement costs far exceeding the cost of the immediate requirement. Consideration may be given to competitive software for possible future use, particularly for CEM E3 shipboard analysis tools that are well-established within the acquisition community and are supported with appropriate training. The Government will consider statements, from all responsible sources, which clearly evidence capability to provide the required proprietary items within the required delivery schedule. Capability statements must be submitted via email to DLGR_NSWC_XDS13@navy.mil, must be received NLT 5 days after publication date of this notice, and must reference Quotation Number N00178-10-Q-3604. All responsible sources may submit a quote, however, quotations that are not accompanied by a capability statement that evidences the ability to deliver the items specified herein will not be considered for award. A best-value award is to be made under Simplified Acquisition (FAR Part 13) and Commercial Items (FAR Part 12) Procedures. The Government will not issue a written solicitation as all items are specified in this notice. Closing time and date is 5 business days after publication of this notice.
