- This is a Sources Sought announcement seeking only Small Business responses in order to determine Small Business Participation in this acquisition. As described below, the Mission and Installation Contracting Command Center Fort Eustis (MICC-CE) intends to procure contractor support for human terrain teams, which are trained and supported under the U.S. Army Training and Doctrine Command (TRADOC), Human Terrain System (HTS) Program. The U.S. Army TRADOC seeks contract support of its HTS Program, based in Fort Leavenworth, Kansas. The HTS Program supports deployed forces in Iraq and Afghanistan with deployed human terrain teams supporting commanders and staffs at the Brigade Combat Team (BCT)/Regimental Combat Team (RCT) and Division levels by providing specific local cultural knowledge. HTS consists of Human Terrain Teams (HTTs), Human Terrain Analysis Teams (HTATs), Theater Coordination Elements (TCEs), and deployed Social Science Research and Analysis personnel who provide operationally relevant, empirical, qualitative, and quantitative social science research conducted in the area of operations. Additional information about the HTS Program can be found at the HTS Website: http://hts.army.mil. TRADOC requires contractor services to (a) recruit and hire students; (b) provide training; (c) provide knowledge management; (d) provide reachback research capability in support of mission analysis and net-centric operations; (e) provide social science research and analysis; and, (f) provide administrative support to the HTS PM. Support may be conducted in a tactical field environment and require frequent tactical displacement. Qualified sources shall assist TRADOC by providing support in the following areas: Recruit and Hire Students. The contractor shall recruit and hire 35-50 personnel per month with social science, research, analysis, and leadership skills to serve on deployed teams in Iraq and Afghanistan. These recruits must be physically and medically qualified (under the Combat Readiness Center (CRC) standards) to deploy to combat zones and must have a Secret clearance. They will be brought on contract for a 5-month period for training at Fort Leavenworth, Kansas. At the conclusion of training and upon determination by U.S. Army TRADOC, these persons will either (a) convert to Government civil service positions and deploy or (b) have their employment terminated. A key measure (metric) of contractor performance success on this contract is the contractors ability to hire sufficient personnel with the correct skill sets to meet HTS monthly personnel fill requirements and who will successfully convert to civil service on completion of training. The intended acceptable performance metric is 95% of student requirements hired prior to start date of each training cycle; and, at least 95% of the candidates will meet the Governments Civilian Personnel Advisory Center (CPAC) qualifications and deploy at the end of the training cycle. HTS monthly requirements vary by month based on attrition and are subject to change on short notice. Training. The contractor shall assist with HTS training at Fort Leavenworth, Kansas. The training cycle is a 4- month process. The contractor shall provide staff instructors, subject matter experts, guest lecturers, and materials in support of classroom and field instruction. The contractor shall support HTS training exercises and provide support to students participating in Combat Training Center (CTC) rotations at Fort Irwin, Fort Polk, and Hohenfels, Germany. Knowledge Management. The contractor shall coordinate HTS data collection efforts with battle command general officer steering committee and decision forums, field and train the Mapping the Human Terrain (MAP-HT) system, and oversee collection efforts to ensure the HTS Program meets combatant commander requirements. Reachback Research Center. The contractor shall conduct research and analysis to satisfy time sensitive (within 8-96 hours) and routine Requests for Research, as well as directed research specified by the Director of the Reachback Research Center. Output form varies but may take such form as white paper or geospatial products. Social Science Research and Analysis. The contractor shall provide Global Social Science Research and Analysis (SSRA) support, to include actionable understanding of the human terrain within and around a commanders area of operations through independent open-source comprehensive research collection, management, and analytic capability in support of current and future operations Administrative Support. The contractor shall provide administrative support to the HTS Program Manager at Fort Leavenworth, Kansas, to include: the preparation of communications; coordination of internal and external tasking and responses; calendar management; preparation and facilitation of Government-hosted technical meetings; and, administrative support to deployed personnel in theater. The highly dynamic nature of the HTS mission and related perishable technologies and concepts may require some aspects of the tasks identified above to be accelerated and support provided on short notice. A quick response support is mandatory to meet the needs of the agencies in support of the war-fighter and the Command. The designated NAICS code for resident training is 541990, with a size standard of $7.0 million. Your response shall include the following information: size of company (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.), number of employees, average revenue for last three years, and your companys capability to do this type of work. Documentation of technical expertise, capability, and capacity must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition, but should not exceed five (5) pages in length. It is imperative that business concerns responding to this sources sought notice articulate their capabilities clearly and adequately.
