- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This requirement is being issued under the Simplified Acquisition Procedures. Solicitation number AG-7482-S-10-0036 is issued as a Request for Quotes (RFQ) using Commercial Acquisition Procedures under FAR Part 12. The closing date for receipt of all quotes is 12:00PM Central Time on September 27, 2010. The solicitation document and incorporated Provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-43, Effective 02 Aug 2010. The awarded contract will be firm fixed price. The North American Industry Classification System (NAICS) code is 334220 with a size standard of 500 employees. The Natural Resources Conservation Service, National Water and Climate Center located at 1201 NE Lloyd Blvd, Suite 802, Portland, OR is seeking quotes for 34 MBY-3 Scala antennas. Antennas will have a transmit frequency of 41.61 MHz and receive frequency of 40.67 MHz. All deliverables are FOB Destination. Please note: All Contractors must register in the Central Contractor's Registration database at www.ccr.gov. The CCR Customer Assistance Center can be contacted toll free at: 1-888-227-2423. The first step to registering is to obtain a Data Universal Numbering System (DUNS) number, which is a unique nine-character identification number provided by the commercial company Dun and Bradstreet (D&B). To request a DUNS number call D&B at the toll free number 1-866-705-5711 or register on-line at http://www.dnb.com/ccr/register.html. Obtaining a DUNS number through this process is free of charge. It behooves anyone who is submitting a quote to begin this process as soon as possible since it can take several days to complete. Failure to register by close of business on the third day after notification of possible award by the Contracting Officer may cause rejection of your offer. Prospective contractors must also complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database. (See FAR 4.1102). Prospective contractors shall update the representations and certifications submitted to ORCA as necessary, but at least annually, to ensure they are kept current, accurate, and complete. The following FAR Clauses and Provisions are incorporated by reference and apply to this acquisition. FAR Provisions 52.212-1, Instructions to Offerors of Commercial Items (Jun 2008). FAR Provision 52.212-3 Offeror Representations and Certifications Commercial Item (Aug 2009). If you have completed the annual representations and certifications at the Online Representations and Certifications Application (ORCA) website (https://orca.bpn.gov/), you are only required to submit a signed copy of section (b) of FAR Clause 52.212-3. FAR 52.212-4 Contract Terms and Conditions Commercial Items (Jun 2010) applies to this acquisition. FAR 52.212-5 Contract Terms and Conditions required to Implement Statues of Executive Order Commercial Items (Jul 2010) applies to this acquisition and FAR 13.
