Description
Synopsis for ECA Humphrey Evaluation This is a combined synopsis/solicitation for Commercial Services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; proposals are being requested and a written solicitation will not be issued. The terms and conditions applicable to this action are: 52.212-4, Contract Terms and Conditions-Commercial Items. SAQMMA10R0409 is being issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in affected through Federal Acquisitions Circular. The Department of State, Bureau of Educational and Cultural Affairs (ECA) is soliciting proposals for a vendor to conduct an extended evaluation of the Hubert H. Humphrey Fellowship Program ("Humphrey Program") managed by the Bureau of Educational and Cultural Affairs. We anticipate awarding one contract. We will establish a one-year contract with the option to extend up to one additional year. Additional information on the types of work ECA expects from the illustrator vendor can be found in the attached Statement of Work. FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. All responses will be evaluated in accordance with 52.212-2, Evaluation of Commercial Items. Evaluation Factors for Award are located on page 16 of the Base Year Statement of Work. All questions must be submitted via email by Tuesday, September 14th at 12:00pm to corsonwj@state.gov. All proposals must be submitted via email in accordance with the attached Statement of Work. The deadline for proposals has been extended until Tuesday, September 21, 2010 at 9:00AM Eastern time.
