Description
Notice of Intent to Award a Sole Source Procurement. The Government intends to issue a sole source contract for the privatization of the electric distribution system for the Ohio Air National Guard Base (ANGB) located at Springfield-Beckley Municipal Airport to the Ohio Edison. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. Ohio Edison (Contractor) will assume ownership of the above-mentioned utility systems and will be required to provide expansions to the systems to meet future needs of the government. The 178th Fighter Wing (FW) of the Ohio Air National Guard occupies 113.6 acres of leased land on the Springfield-Beckley Municipal Airport, located in central Ohio, approximately five miles south of the city of Springfield and approximately 50 miles west of Columbus. The 178th FW occupies 9 administrative, 25 industrial, and 6 services buildings totaling approximately 367,000 square feet with approximately 400 full-time personnel. A unit training drill is conducted twice a month and results in a surge of up to a total of approximately 900 personnel. Power is provided by Ohio Edison. It enters the base and is metered at a single location. It is delivered and distributed at 12.47 (kV) utilizing both wye and delta configurations at various portions of the installation. The primary distribution system consists of approximately 17,000 linear feet, three and four-wire underground circuits rated at 15 kV. The underground circuits are comprised of PVC conduit in concrete encased duct-banks and direct buried wire. All underground circuits are buried and are marked with tracer wire. Multiple branches feed 27 three-phase pad mounted transformers ranging from 112.5 to 500 kVA. The system includes approximately 25 manholes, four underground switches. Base personnel indicate the capacity of the current system is adequate for present and future needs. The resulting contract, if awarded, will require the Contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate the utility system. The Contractor shall manage the maintenance, repairs, replacement, etc., of the system to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor shall be responsible for funding all capital investments required to acquire, maintain and operate the utility systems in a safe, reliable condition and to meet the requirements listed in the contract. The utility system will be conveyed via a Bill of Sale upon award of the contract. The water distribution and wastewater collection systems being privatized are described as follows. Competitive proposals were requested in 2001 and no offers were received. This notice is not a request for competitive proposals. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of DoD Utility Privatization Policy dated 2002. However, interested persons may identify their interest and capability to respond to the requirement. This information shall include: confirmation of your understanding that the requirement includes purchasing the distribution systems, and then entering into a 40-year contract for the operation, maintenance, repair and replacement of the systems; furnish us with references indicating your prior experience operating, maintaining, repairing and replacing such systems; indicate how you would meet the emergency response time requirement of one hour: and in the event a competitive solicitation were issued would your proposal be as a regulated or non-regulated entity. All responses received within twenty calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
