Description
It is the intent of this agency to award a sole source contract. Numbered Note 22 applies to this notice. This agency intends to award a purchase order to Accrediting Council for Continuing Education & Training, 1722 N St NW, Washington, DC 20036-2907. USSOCOM requires a purchase order for the purchase of the sustained fees for maintaining Joint Special Operations University's (JSOU) accreditation. A twelve month base year and 4 twelve month option years is requested. A contract for the sustained fees will be awarded to Accrediting Council for Continuing Education & Training following no response back to this notice of intent. JSOU must interact with other DoD educational institutions in order to perform our mission. Without sustaining accreditation, JSOU will lose all accreditation for their current courses and any new courses that are developed for the Special Operations Forces. The JSOU is an accredited education and training institution through Accrediting Council for Continuing Education & Training (ACCET). JSOU began the process of accreditation on May 12, 2009 and received approval status as an accredited member by the Commission on December 14, 2009, following a rigorous evaluation process that included workshop attendance, submission of an application and extensive self-evaluation report, hosting an on-site visit by a team of evaluators, and review of the subsequent report written following the visit, by the Commission. Accreditation by an accrediting agency recognized by the Department of Education is required in order for JSOU to operate and conduct trainings in its current environment and in its relationship with the United States Government; however, and as accreditation through only one agency is required, ACCET is the only accrediting agency that accredits JSOU at this time. The attempt to seek accreditation through multiple accrediting agencies would be time consuming, expensive, and would serve no useful purpose. Market research was conducted for the purchase of the sustained fees and Accrediting Council for Continuing Education & Training is the only contractor found able to supply this item as we require. If no response to this notice is received by 9:00 AM EST on Thursday, September 30, 2010, the award for the sustained fees will be made to Accrediting Council for Continuing Education & Training.
