- The Department of Veterans Affairs, Office of Acquisition and Logistics, Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, New Jersey 07724 intends to enter into a contract on the basis of other than full and open competition for the Office of Information and Technology (OI&T). The TAC intends to award a sole source firm fixed priced (FFP) contract to Griffith Ballard and Company, 100 1st Avenue, Suite 117, Cedar Rapids, Iowa (IA) for Insurance Actuarial Evaluation software maintenance and support. The Griffith Ballard Insurance Actuarial Evaluation provides updates and new software releases for custom written insurance actuarial processing application programs. This software license maintenance supports products on the Philadelphia Information Technology Center (PITC) International Business Machines (IBM) mainframe system (Z890 2086 A04 Model 210), which processes the nationwide veterans and dependents insurance entitlements and dividends. The period of performance for this acquisition is twelve (12) months. Estimated date of award for this action is September 30, 2010. The statutory authority permitting other than full and open competition is 41 U.S.C.253(c) (1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The North American Industrial Classification (NAICS) for this effort is 511210. This notification shall close on September 20, 2010.
