Description
Complete Request for Information regarding a Common Control System (CCS) for Unmanned Systems Capabilities THIS IS A REQUEST FOR INFORMATION ONLY AS A MARKET SURVEY AND DOES NOT CONSTITUTE AN INVITATION FOR BIDS, A REQUEST FOR PROPOSALS, A SOLICITATION, A REQUEST FOR QUOTES, OR AN INDICATION THE GOVERNMENT WILL CONTRACT FOR THE ITEMS CONTAINED IN THIS NOTICE. THE GOVERNMENT DOES NOT REIMBURSE RESPONDENTS FOR ANY COSTS ASSOCIATED WITH SUBMISSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO INTERESTED PARTIES FOR RESPONSES. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. SUMMARY PEO(U&W) PMA-281 is seeking industry input in the form of an information paper to support potential future development efforts addressing commonality in unmanned systems’ control capabilities (vehicle command and control, payload command and control, mission planning, data dissemination, etc) across all domains – land, sea, undersea and air. We are seeking information that may inform us of ongoing research/technologies and existing programs that may assist us in modeling an enduring development and governance strategy to support multiple Unmanned System (UxS) platforms. PMA-281 solicits industry recommendations for government best value solutions on concepts, frameworks, architectures, and system designs that encourage industry innovation while maximizing use of government owned and Commercial Off the Shelf (COTS) products. While a possible approach has been provided, alternative approaches are encouraged to meet the capabilities and constraints needed for a successful solution. This is a Request for Information (RFI) only. The goals of this RFI are to help the government understand: · Industry approaches to commonality in unmanned control systems · Leveraging opportunities by industry of existing government owned products · Acquisition and governance strategies that support integration of products from multiple sources · The ability of industry to utilize architecture and products as currently being developed by the OSD Unmanned Control System (UCS) Working Group · Definition of the appropriate framework (hardware, operating system, middleware, etc) to support enduring development and addition of capabilities · Scalability requirements for systems applied to Group 1-5 Unmanned Air Systems (UAS) · Compatibility/extensibility and potential issues associated with integration of common control systems into existing computing infrastructures, such as ship based computing environments · Approaches to commonality of Human Machine Interface (HMI) across the spectrum of unmanned vehicles · Approaches to minimizing impacts to airworthiness requirements with addition of new capabilities Attached to this announcement is a complete version of this RFI to include constraints, content of RFI responses, security and submission information, additional information, and points of contact.
