- Justification for Other than Full and Open Competition The United States Coast Guard (USCG) awarded a sole source contract to TKC Aerospace to lease a USCG-configured and painted Bombardier Challenger C604 aircraft and procure maintenance services. The statutory authority permitting other than full and open competition is Title 10 U.S.C. 2304(c)(2), implemented by the Federal Acquisition Regulations (FAR) Subpart 6.302-2 'Unusual and Compelling Urgency.' In accordance with FAR 6.305, the justification is posted with this announcement.
