Description
This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The Naval Undersea Warfare Center Division Newport, Newport, Rhode Island intends to purchase a one year subscription to the Marine Biological Laboratory Woods Hole Oceanographic Institute Library (50 user access) and services/support for one year, qty. 1 job each to support the Navy environmental planning community. Request For Quotation (RFQ) number is N66604-10-Q-5228. A firm fixed price type purchase order is anticipated. NAICS Code 519190, Size Standard is $7M. This requirement is unrestricted. It is expected to place a firm fixed price type purchase order with Marine Biological Laboratory Woods Hole Oceanographic Institute (MBLWHOI) because they are the only known source who has a library of resources specializing in marine biology and acoustic literature capable of meeting Navy environmental planner's need for electronic access to an exhaustive best available science collection of marine and oceanographic research. MBLWHOI library is One of the foremost marine and oceanographic libraries in the world; primarily electronic (greater than 95% of the Library ™s collection is accessible electronically); a repository of oceanographic, marine biological, and marine acoustic/engineering research produced by the government, research institutions worldwide and both the Marine Biological Laboratory at Woods Hole and the Woods Hole Oceanographic Institution; home to hundreds of special collections (including an extensive NMFS collection); and a member of an extensive interlibrary loan and document delivery network. All other timely offers will be considered. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies. The following addenda or additional terms and conditions apply: Per FAR Subpart 39.2, Electronic and Information Technology (EIT) item or service provided under this contract shall comply with the EIT Accessibility Standards 36 C.F.R. § 1194.41 “ Information, Documentation, and Support. Offers should include price and delivery terms and the following additional information: Taxpayer I.D., Cage Code, and DUNS #.
