Mobile RFQ Response Instructions and clauses. GENERAL SERVICES ADMINISTRATION FEDERAL ACQUISITION SERVICE OFFICE OF INTEGRATED TECHNOLOGY SERVICES STATEMENT OF WORK For Acquisition of Mobile Handsets and Services September 16, 2010 The General Services Administration has a requirement for Specialized Hand-held Communication Equipment and Services in support of National Security and Emergency Preparedness missions as indicated below. The equipment will be employed in national locations (CONUS, HI, AK) for coordination, planning, and execution of emergency response efforts. BACKGROUND: The U.S. General Services Administration, Office of Emergency Response and Recovery and the ITS NS/EP Program Office require reliable, portable, multi-function communication capabilities and features for the support of key national security programs. GSA is responsible for the critical support activities as defined in the National Response Framework, further detailed in the emergency support annexes. Such support activities are mandated by Executive Orders 12656 and 12472. The President has identified National Security /Emergency Preparedness communication as the pivotal asset for ensuring the continuity of critical government functions. Therefore, NS/EP communication capabilities must be extremely reliable and able to provide voice and data services while operating in hostile environments and in the wake of a national emergency. The purpose of this acquisition is based on a compelling need in support of National Security and Emergency Preparedness (NS/EP) and the absolute necessity of ensuring continuity of critical communications capabilities during national emergencies. REQUIREMENTS: The requirement is to provide reliable national security communications during emergency situations for GSA's emergency response elements, partnering organizations and the NS/EP Program office in order to accomplish Primary Mission Essential Functions (PMEF) and objectives directly supporting one of more of the President's National Essential Functions (NEF). The rapidly approaching hurricane season, recurring wildfires, floods, cyber attacks, terrorist threats, and other natural and man-made disaster can potentially result in disruptions to the traditional communications assets. Communications of this nature are pivotal support components for the Emergency Support Functions cited in the National Response Framework. This is a brand name or equal requirement IAW FAR 52.211-6. The minimum desired device and service specifications for Motorola R765is or equivalent: • Immediate device quantity - 13, with an option to procure up to 25 additional units in the future. • Must be compatible with iDEN or comparable communications network. • Easily transportable - must be portable battery powered hand-held unit. • Provide traditional cellular communications (telephone interconnect). • Provide Push-to- Talk private and talk group communications, messaging and data. • Multiple programmable talk groups. • Bluetooth capability. • Integrated GPS. • Off-network ISM Band (902-928MHz) communication capability for short range local area communication. • Certified intrinsically safe/non-incendive for operation in volatile environments. • National network coverage (CONUS, AK, HI). • Future capability for OCONUS coverage. • Service provider must offer Wireless Priority Service (WPS) as an option. • Maintenance services for devices and accessories. • Standard warranty for all supplied hardware. • Pricing must be provided for all hardware, accessories, and maintenance with an additional breakdown of the various service plans offered. DELIVERY DATES: Hardware and services shall be delivered NO LATER THAN 15 DAYS after contract award. Please see proposal instructions for all pertinent dates and deadlines.
