- THIS IS A PRE-SOLICITATION NOTICE THE REQUEST FOR QUOTE (RFQ) WILL BE ISSUED AS A TOTAL SMALL BUSINESS SET-ASIDE. The Government intends to acquire a commercial service using FAR Subparts 12 and 13. Title: Solid Waste Collection and Disposal Services Background: The Federal Law Enforcement Training Center (FLETC) is an interagency law enforcement training organization within the Department of Homeland Security (DHS) serving over 80 Federal agencies (Partner Organizations) as well as State, local, and international law enforcement agencies. The FLETC is headquartered at the Glynco, Georgia training site and has three additional training sites in Artesia, New Mexico; Charleston, South Carolina and Cheltenham, Maryland. This requirement is for the FLETC, Artesia, NM site for Solid Waste Collection and Disposal Services. The Contractor is expected to provide all labor, supervision, management, materials, supplies, equipment, tools, transportation and vehicles to perform all work associated with solid waste collection and disposal services of all garbage/refuse/litter such as boxes and personal trash in accordance with all applicable federal, state and local, and regulations with the use of contractor provided three (3)roll off containers to be emptied once per week and one(1) roll off dumpster to be emptied once per month. The Contractor is responsible for planning and scheduling work to ensure material and labor availability is adequate to complete work requirements within the response times and quality standards. The services include but are not limited to: Collection and disposal of all garbage for dorms on the FLETC, Artesia, New Mexico. Providing and maintaining all refuse containers. Maintenance consists of keeping containers rust free with working lids at all times. Anticipated Period of Performance: The period of performance for this FFP Purchase Order is two years(2) years, consisting of a one-year base period plus one (1) year option. The anticipated start date is October 1, 2010. NAICS Code and Size Standard: In the event an RFP is issued, North American Industry Classification System (NAICS) code 562111 "Solid Waste Collection" with a size standard of $12,500,000.00 million dollars is being considered. The RFQ will be posted in FEDBIZOPPS and issued on or about September 21, 2010 and will close on or about September 25, 2010 and shall be provided via email to Contracting Officer, Sharon.Bodford@dhs.gov All questions and correspondence shall be addressed to Sharon D.
