- Intent to Award Sole Source Date: September 15, 2010 SUBJECT: Intent to award to Service Disabled Veteran-Owned Small Business/Veteran Owned Small Business. 38 U.S.C. VETS FIRST CONTRACTING PROGRAM The Contractor shall deliver Business Process Architecture (BPA) models, related artifacts, and expertise to the Veterans Health Administration (VHA) Office of Health Information (OHI) Enterprise Systems Management (ESM) Business Architecture (BA) Office for Health Provider Systems (HPS) and related areas. HPS encompasses the full range of health provider business capabilities including emergency room, imaging, inpatient, intensive care, laboratory, mental health, nursing services, outpatient, dentistry, pharmacy, surgery, and telemedicine. This notice is NOT a request for competitive proposals; a solicitation package is not available. Responses to this notice, if any, must show clear and convincing evidence that competition is attainable and more advantageous to the Government and must be received by the Contracting Officer, in writing, no later than September 18, 2010 at 1pm EST. Responses may be emailed to Adeitra.Jimmison@va.gov. No telephone responses will be accepted. Upon receipt of any such notifications, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations. A determination not to compete this proposed contract action is solely within the discretion and authority of the Government. No reimbursement for any costs associated with providing capability statements will be provided by the Government.
