Description
Intent to Award Sole Source Date: September 15, 2010 SUBJECT: Intent to award to Service Disabled Veteran-Owned Small Business/Veteran Owned Small Business. 38 U.S.C. VETS FIRST CONTRACTING PROGRAM The Contractor shall develop models and related architectural elements that provide the information context necessary for effective business requirements specification, software acquisition, and implementation. These software architecture and design artifacts document as-is and to-be business information, primarily related to the Health Care line of business (LOB). The Healthcare LOB includes Provider, Electronic Health Record (EHR), Eligibility, Enrollment, Financial, Business, Interoperability, and Veteran Facing systems This notice is NOT a request for competitive proposals; a solicitation package is not available. Responses to this notice, if any, must show clear and convincing evidence that competition is attainable and more advantageous to the Government and must be received by the Contracting Officer, in writing, no later than September 18, 2010 at 1pm EST. Responses may be emailed to Adeitra.Jimmison@va.gov. No telephone responses will be accepted. Upon receipt of any such notifications, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations. A determination not to compete this proposed contract action is solely within the discretion and authority of the Government. No reimbursement for any costs associated with providing capability statements will be provided by the Government.
