- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is an unrestricted requirement that shall be awarded as a firm fixed price contract under Solicitation Number W9124N-10-R-0123. The requirement is to procure- 0001-Rain Jackets, Size Small, 5 ea. 0002-0002- Reversible Rain Jackets, Size Medium, 16 ea. 0003-0003 Reversible Rain Jackets, Size Large, 25 ea. 0004-0004 Reversible Rain Jackets Size XLarge, 32 EA. 0005-0005 Reversible Rain Jackets 2X 10 ea 0006-0006 Reversible Rain Jackets 3X 10 ea 0007-0007 Reversible Rain Pants Small 5 ea. 0008-0008 Reversible Rain Pants Medium 16 ea 0009-0009 Reversible Rain Pants Large 25 ea 0010-0010 Reversible Rain Pants XLarge 32 ea 0011-0011 Reversible Rain Pants 2X 10 ea 0012-0012 Reversible Rain Pants 3X 10 ea. THE REQUIRED SPECIFICATIONS FOR THE VIZGUARD (BRAND NAME OR EQUAL)RAINGEAR ARE: 1. Light-weight single ply nylon PU (Polyurethane) coated for comfort. 2. Black nylon oxford shell with fluorescent enhanced visibility (i.e. VIZ-TECH or equal) coating on the reverse side. 3. All items must be Third Party certified in compliance with ANSI 107-204 CLASS 3. 4. All items must be waterproof with sealed seams. 5. All items require 3M Scotchlite reflective material. 6. Complies with Federal Highway Administration (FHWA)required rule 23 CFR PART 634 of the Federal Registry.(www.gpoaccess.gov/ecfr) 7. The color is reversible from flourescent yellow to black. The Rainwear shall be sent FOB Destination, Monterey, CA within 4 weeks after receipt of order. Offers are due no later than 3:00 P.M. PST on September 16, 2010 and shall be submitted electronically to Ianthe.stevens-ford@us.army.mil. All interested parties may identify their interest and capability to fulfill this requirement by responding with a proposal by September 16, 2010. All responses will be considered by the Government. Award will be made n the basis of All or None. No split awards will be made. The synopsis/solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular through 2005-11. The SIC code is 2385. The FSC is 8415. The North American Industrial Classification System (NAICS) is 448190. The following Provision and clauses apply to this acquisition: 52.212-1, Instructions to Offerors Commercial items, and 52.212-2 Evaluation of Commercial Items; EVALUATION CIRITERIA / PROCEDURES: Offers will be evaluated based on the low price and technically acceptable. The provisions at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition and furnish Offerors Federal Tax Identification Number, Cage Code, and DUNS Number with this offer. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and 52.212-3 Alt I, Offeror Representations and Certifications-Commercial Items. The clause at FAR 52.212-5 (Dev), Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation. Specifically, the following clauses, cited are applicable to this solicitation: DFARS 252.225- 7001, Buy American Act and Balance of Payment Program, DFARS 252.243-7001. Only one award will be made as result of this solicitation. Clauses can be reviewed at http://farsite.hill.af.mil. To be eligible to receive an award resulting from this RFQ, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS.
