Description
The VA Medical Center, Leestown Road Division, Lexington, Kentucky has a Request for Proposal (RFP) for Design Build Construction requirement for Project No. 596-10-115, Install Distributed Heat and Hot Water Systems . This project designs and constructs condensing hot water boiler systems for hydronic hot water (air handler glycol loops and building space fan coil loops) and domestic hot water for certain buildings along with design and construction of geothermal heating, ventilation, and air conditioning (HVAC) systems for certain buildings. The objective of this project is to replace steam end use devices throughout the Medical Center campus with non-steam use devices to allow for shutdown of existing centralized steam plant in accordance with the project details and design requirements. This shall include all modifications necessary to existing utility systems and additions or extensions of existing utility systems to complete a successful project. Technical evaluation factors are included in the RFP and must be addressed by the Contractor to be considered. The Government will evaluate the factors and award a contract to the responsible offeror whose offer conforms to the solicitation. Award will be made to an offeror on the basis of the lowest priced proposal meeting the technical acceptability standard. NAICS code assigned to this project is 238220 with a small business size standard of $14.0 million. The estimated cost range for this project is $2,000,000.00 to $5,000,000.00. THIS PROCUREMENT IS 100% SET ASIDE TO SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) CONTRACTORS. The SDVOSB contractor is required to perform a minimum of 25% of the construction work on the project. This does not include paperwork, submittals, etc. The SDVOSB must be small under the relevant NAICS code and must be registered and verified in the following websites: www.vip.vetbiz.gov, www.ccr.gov, http://orca.bpn.gov; and https://vets100.vets.dol.gov in order to be eligible for award. Offerors must ensure their registrations are updated, correct, and have not expired. There is a site visit scheduled on May 7, 2010 at 9:00 a.m. in VA Medical Center, Leestown Road Division, Lexington, Kentucky, Building 4, Auditorium. Discussions and questions will begin at 9:00 a.m. with a walk through of the project following. A 20% Bid Bond must be submitted with the bid. Payment and Performance Bonds will be required from the Contractor receiving award. This solicitation will be posted on or about April 28, 2010 at the Federal Business Opportunities (Fedbizopps) website, www.fedbizopps.gov. Paper solicitations will not be issued. Contractor must obtain solicitation, drawings, and amendments (if any) from this website. Proposals shall be received by the Contracting Officer on or before 12:00 p.m. (noon, local time), June 8, 2010 at the Department of Veterans Affairs Medical Center, 2250 Leestown Rd., Lexington, Kentucky, Bldg. 2, Room 223. Award is subject to availability of funds. CONTRACTOR SHALL SUBMIT JOINT VENTURE AGREEMENTS WITH THEIR BID. CONTRACTORS ARE NOT ALLOWED TO SUBMIT MORE THAN THREE BIDS IN A TWO YEAR PERIOD UNDER THE NAME OF THEIR JOINT VENTURE. All questions shall be in writing and addressed to the Contracting Officer.
