Description
This notice is issued by the NASA/DFRC to post a potential Government requirementvia the internet, and solicit responses from interested parties. This document is forinformation and planning purposes and to allow industry the opportunity to verifyreasonableness and feasibility of the requirement, as well as promote competition. The NASA Dryden Global Hawk Project Office has a requirement to provide a Ku bandcommercial satellite link to and from the Global Hawk aircraft. The Global Hawk Aircraftis used in support of its Global science objectives. The Ku satellite system parameters include: User selectable data rate Bi-directional communications Wide-band communications The system will meet all commercial satellite transmissions standards. The system will allow the operator to adjust the bi-directional data rates throughsoftware. The most efficient data transmission encoding algorithms possible. Maximum data through-put utilizing the minimum satellite band-with necessary to closethe loop. The Ku ground terminal will be road transportable and transportable by C-17 and C-5military transport aircraft. The ground terminal will be designed to meet the link requirements for the maximumdata through-put of the system being proposed. The aircraft mounted antenna is large enough for a 48 dia. parabolic dish. Limited internal mounting/storage space exists inside the aircraft. The system, both airborne and ground, must be able to track satellites that are ingeosynchronous, inclined and non-geosynchronous orbits.NASA is looking for commercially available hardware to meet this requirement and is notsetting directional data limits, encoding formats etc... The objective is to get themaximum amount of data from the scientific instruments on the aircraft to the users onthe ground using the least amount of commercial Ku satellite band-width. This is not a request for proposal, quotation, or invitation for bid notice and isintended for information and planning purposes only. NASA does not intend to make anyawards on the basis of this RFI. NASA will not provide reimbursement for costs incurredin responding to this RFI.NASA will evaluate submissions for its own purposes in structuring potential futureactivities. Proprietary and trade secret information submitted in response to this RFIshould be clearly marked. Subject matter experts and other personnel involved inevaluating responses that contain proprietary information will be precluded from futureactivities that may pose a conflict of interest with respondents or other interestedparties. NASA may contact respondents to this RFI if clarifications or additionalinformation is desired.Submissions under this RFI do not bind NASA to any further action other than theprotection of any proprietary or trade secret information provided. All futuresolicitations are subject to availability of funds and program direction of NASA or othergovernment agencies. This announcement contains all information required to submit aresponse (see above). No additional forms, kits, or other materials are needed.Although, NASA will not consider classified submissions through this solicitations, special arrangements can be made to if requested in writing. NASA will use submittedmaterials to inform its decisions on program development, to include future solicitationsand research areas. However, NASA will not release any individual RFI responses, proprietary information, or trade secret information identified as such in any of the RFIsubmissions. Submissions have the following formatting requirements: Microsoft PowerPointpresentation (.ppt) or portable document format (.pdf) formatted documents not to exceedten(10) slides.Responses must include the following: name and address of firm, size of business;average annual revenue for past 3 years and number of employees; ownership; whether theyare large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; and number ofyears in business.Prospective offerors are invited to submit technical comments or questions to: Charles J.McKee at Charles.j.mckee@nasa.gov no later than 09/24/10. Procurement questions and yourresponse to this Request for Information should be submitted to Richard Swanson atrichard.m.swanson@nasa.gov no later than 09/30/10. When responding, please referenceNND11Z23457L.This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.Respondents willnot be notified of the results. An ombudsman has been appointed -- See NASA Specific Note 'B'.The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application.
