Description
The Department of Veterans Affairs, Boston Healthcare System, VISN 1 Veterans Engineering Resource Center, announces the award of Contract VA241-P-2017 to James C. Benneyan, Ph.D for operational systems engineering support. This was a sole-source award as justified by the following Justification and Authorization. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1. Identification of the agency and the contracting activity. Department of Veterans Affairs, VISN 1 Veterans Engineering Resource Center (VERC), New England Healthcare Engineering Partnership (NEHCEP) *2. Nature and/or description of the action being approved. The proposed candidate is an Associate Professor of Mechanical and Industrial Engineering at Northeastern University. The VISN has identified this individual as the preeminent subject matter expert in the field of academic operational systems engineering in healthcare. NEHCEP has adopted this expert's ideas as core elements in the VACO/VISN 1 funded Veterans Engineering Resource Center (NEHCEP). NEHCEP has already entered into a multiple year contract with Northeastern University to provide direct application of engineering methods to VA operational issues. In addition to this faculty/student contracted support, NEHCEP is in need of subject matter expertise from a national expert in the field of healthcare systems engineering. *3. Description of the supplies or services required to meet the agency's needs (including the estimated value). Approximately 16 hours per week of subject matter expertise support, which would include telephone or onsite meetings with NEHCEP leadership group (weekly meetings), telephone/ onsite meetings with project leads for engineering projects, attendance and leadership of Engineering Committee, meetings with VABHS or other VA staff that are involved with projects, meetings with VERC staff to plan other components of engineering projects and/or educational offerings that involve engineering expertise. 4. Identification of the statutory authority permitting other than full and open competition. FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed candidate has a specific expertise in Operational Systems Engineering and plays a critical role in our Veterans Engineering Resource Center (VERC). Because of this he is best qualified to attend conferences, and provide subject matter expertise. *5. Demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority sited. The proposed candidate is associate professor of Mechanical and Industrial Engineering at Northeastern University, Fellow of Institute for Healthcare Improvement, and has done significant work in the area of healthcare systems engineering. His most recent appointment is as Associate Director of the Center for Health Organization Transformation, a National Science Foundation funded program with several schools of engineering across the nation. He has published over 75 articles in scientific journals on operations systems engineering. Additionally he has co-authored or edited numerous articles on this and other related topics. *6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable. A combined synopsis and solicitation of this requirement will be posted on the Federal Business Opportunities (FBO) website. The intent to sole source will be clearly stated. 7. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable. A determination of price reasonableness will be made prior to award. 8. Description of the market survey conducted (i.e., names, of firms and the date(s) the firms were contacted) and the results or a statement of the reasons a market survey was not conducted. A combined synopsis and solicitation will be posted and any responses will be noted. *9. Any other facts supporting the use of other than full and open competition, such as an explanation why technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for Full and open competition have not been developed or are not available. This individual is uniquely qualified for the work because of his expertise in healthcare systems engineering. Additionally, the proposed candidate has an Academic appointment with Northeastern University; NU holds a contract for faculty and student support for Operational Systems Engineering. The candidate's support will add value to the contract. 10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition. All responses will be noted. 11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. This agency seeks maximum competition whenever possible and practical. However, research endeavors are unique in nature and require unique support.
