- J&A 6.302-1 The Naval Air Systems Command awarded an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm-Fixed Price (FFP) orders to Alliant Techsystems Inc. of Clearwater, FL on 13 September 2010. This effort consists of a base period with one option. It is contemplated that orders placed will be for the following items: up to 1200 A(V)2 Optical Sensor Convertors, up to 1200 B(V)2 Optical Sensor Convertors, up to 400 A(V)2 Computer Processors (CPs), up to 400 B(V)2 Computer Processors (CPs), up to 200 A(V)2 / B(V)2 Control Indicators, up to 600 B(V)2 CP Retrofit Kits, up to 2300 B(V)2 Optical Sensor Convertor Retrofit Kits, and also repairs incidental to upgrade all in support of the AN/AAR-47 Missile Warning System (MWS). This action was awarded on a sole source basis to Alliant Techsystems Inc.; Clearwater, FL. As the sole designer, developer, and manufacturer of the AAR-47 Missile Warning System (MWS), Alliant Techsystems Inc. is the only qualified source which possesses the requisite knowledge needed to perform this requirement in a timely and cost effective manner. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, “only one responsible source and no other supplies or services will satisfy agency requirements.” J&A is attached.
