Description
General Notice: This is a Sources Sought Notice for Cost Engineering Services. This notice is for information purposes only and IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Seattle District, request capability statements from businesses concerning the potential project(s) described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. General Information: Responses are to be sent via email to Adam.M.Birkland@usace.army.mil or hard copy to U.S. Army Corps of Engineers, PO Box 3755, CECT-NWS-M, ATTN Adam Birkland, Seattle, WA 98124-3755 no later than 3:00 p.m. Pacific Standard Time 31 August 2010. PROJECT LOCATION AND DESCRIPTION: The US Army Corps of Engineers, Seattle District is seeking Architect Engineering (A-E) firms with experience in cost engineering. Projects will be in Washington State, Oregon, Idaho, and Montana. EXPERIENCE AND CAPABILITY REQUIRED The contractor should have experience with preparation and/or review of current working estimates/control estimates, construction Gantt chart schedules and analysis, cost and schedule risk analysis, total project cost summary sheets, and Life Cycle Cost Analysis using TRACES software. The contractor should also have experience with preparation of cost engineering services in accordance with current Corps of Engineers standards, other agency standards, regulations, plans, specifications, design analyses, and other scopes of work as required for a variety of Cost Engineering products. The Seattle District is seeking firms with the ability to produce all products in the contractors office with the exception of such field investigations and field surveys as are required at the project site. The Corps will not provide any direct supervision of the A/E employees. Ability to perform an internal quality control (QC) of all deliverables will also be required. Capabilities: Cost estimating experience shall include preparation of cost estimates utilizing the following estimating software: current version of Micro-Computer Aided Cost Estimating System (MCACES) MII Version for detailed or parametric estimates; or Parametric Cost Engineering System (PACES) for only parametric estimates. Firms should have experience preparing construction schedules, utilizing the latest version of Primavera Project Manager software, and preparing cost and schedule risk analyses, utilizing Crystal Ball software. Magnitude of services is estimated to be up to $5,000,000.00 over five years. The intent of this Sources Sought is to research qualified firms with a primary North American Industrial Classification System (NAICS) code of 541330, which has a size standard of $4.5 million for a potential acquisition. In accordance with FAR Subpart 19.10 -- Small Business Competitiveness Demonstration Program the government is considering issuing this solicitation as unrestricted since the NAICS code 541330 is a designated industry groups under this section. In accordance with FAR 19.1007 paragraph (b) (2) Acquisitions in the designated industry groups must continue to be considered for placement under the 8(a) Program (see Subpart 19.8) and the HUBZone Program (see Subpart 19.13),and the Service-Disabled Veteran-Owned Small Business Procurement Program (see Subpart 19.14). Based on this interested contractors are asked to provide information on their small business status.
