- APPENDIX C APPENDIX B PWS Attachment 1 SF 1449 Scoreboard Notice to Offerors The contractor shall furnish all labor, equipment, tools, materials, transportation, and supervision, except for Government-furnished materials (GFM) stated in Appendix A, necessary to remove the existing scoreboards and install GFM scoreboards as defined in this PWS at Yokota Air Base, Japan. SPECIAL QUALIFICATIONS: Copies of following licenses shall be submitted to the Contracting Officer at or before the offer due time specified in the solicitation. Civil Construction Work; The Contractor shall possess valid "General Construction Business license"（一般建設業許可書） in the category of "Civil Construction Work" （土木工事業）to perform removal, assembly, and installation of electrical scoreboards at Yokota AB in conformance with local commercial and industrial standards. Electric Work Specialist: The contractor must have one (1) year experience working on or testing systems similar in capacity of the existing electrical equipments. This electrical work requires superintendents who have licenses listed below with authorization by the appropriate Prefecture or Japanese Government administration division, as required: 1st, 2nd, or 3rd Class Electric Work Specialist: Minimum one (1) Person 　(第1種／第2種／第3種 電気工事士)
