Description
Request for Proposal Reference: Facilitation Services Subject: Request for Proposal Solicitation Number RFP-EDO-10-245 Total Small Business Set Aside Dear Offeror: The United States Nuclear Regulatory Commission (USNRC) invites contractors to submit a proposal for services described in the attached statement of work, under the authority of Part 12 of the Federal Acquisition Regulation. Enclosed you will find a Statement of Work for Facilitation Services. No later than 11:00AM on Friday, October 15, 2010, please provide this office with a price and technical proposal, to include proposed personnel resumes, to accomplish the work described in the attached Statement of Work. The selection process will consist of a Best Value source selection based on key personnel and personnel qualifications, experience, and availability, organizational past performance, and price. Under a Best Value source selection, non-price evaluation factors, when combined are significantly more important than price. However, USNRC will not select an offeror for award on the basis of a superior capability without consideration of the amount of its price. In order to select the winning proposal, USNRC will rank each offeror by making a series of paired comparisons between them, trading off the marginal differences in capability with the marginal difference in price. This procurement is a Total Small Business Set Aside competition. The NAICS code for this solicitation is 541990 with a business size standard of $7.0 million. The Government's estimate is $800,000.00. The period of performance for this procurement will be for base period of one (1) year and two (2) one year option periods. Proposals submitted in response to this RFP will be received in the following manner: emailed, Erika.Eam@nrc.gov. NRC is not responsible for technical difficulties and or administrative problems associated with transmission of the files to the NRC. All submittals must be received by the closing date and time stated above. Proposals that are faxed will not be accepted. Proposals must be received by the closing date and time stated above. This solicitation in no way obligates USNRC to award the proposed Contract, nor does it commit USNRC to pay any costs incurred in the preparation and submission of the requested information.
