Description
RFI Bagram Pipeline This is a Request for Information (RFI) as defined in FAR 15.201(e). The Government seeks to identify responsible potential sources and obtain information regarding possible suppliers who can provide pipeline delivery of TS-1 to Bagram Air Base. Bagram Air Base requires contractor facilities capable of shipping product to Bagram Air Base by dedicated product pipeline. The Contractor will need to tie into the government system at Entry Control Point 3 (ECP3). Pipeline connections should be consistent with current pipeline ingress to Bagram Air Base (i.e., keeping with the most direct routes for future maintenance, etc). The facility utilized for pipeline shipments to Bagram Air Base must also be able to receive/issue TS-1 by tank truck. The scope of this request is for information only. DLA Energy requests that respondents provide the best estimated prices as this information will be used to determine future solicitations. All prices requested are for informational purposes only. Description of Requirement: Area of Consideration: Bagram, Afghanistan. Estimated Period of Performance: 9/01/2011 through 8/31/2013 Any non-incumbent will receive 3-6 months to achieve operational status. Product: 186,150,000 US gallons of TS-1 Jet Fuel Russian Standard, (GOST 10227) NSN: 9130-01-491-2201 Pipeline Ordering/Delivery Estimates: Estimates show that deliveries can range in any amount between 180,000 to 720,000 US gallons daily. The estimated quantity is based on 25 delivery days per month. The estimated order quantity per month can range in any amount between a minimum of 4,500,000 US gallons to a maximum of 12,000,000 US gallons. Product Shipping Requirement: The facilities shall be capable of shipping product via product-dedicated, contractor-owned/operated pipeline 24 hours per day, 7 days per week, at pumping rates of 600 gallons per minute (gpm) to Bagram Air Base. Pipeline Connection: The minimum requirement for pipeline connection to ECP3 is a 4-inch line and the maximum line connection is a 6-inch line to ensure pumping rates of 200 to 600 gpm. Metering: Product will be metered at the tie-in point by a contractor-provided meter capable of recalibration, reset, and register in U.S. gallons. Reserve Storage Requirement: In addition to operational storage needs to meet the pipeline delivery requirements, 2,500,000 US gallons of reserve storage of TS-1 is required to ensure continued pipeline delivery during any short-term interruptions in product resupply to the shipping facility. For evaluation purposes, tankage will be converted from US gallons to barrels. Physical System Requirements: Storage and handling facilities capable of receiving, blending, testing, storing, protecting, filtering and shipping petroleum product through dedicated contractor-owned/operated pipelines to Bagram Air Base. INFORMATION REQUESTED: 1. Facilities: Address your technical approach for arranging pipeline deliveries of fuel to support orders placed under any awarded contract. Provide specific information pertaining to proposed storage capacity and the proximity to the Bagram Air Base. Address your ability to provide sufficient reserve storage throughout the life of the requirement. Address your ability to acquire deeds and or lease agreements for land. 2. Supply: Address your ability to supply Jet Fuel TS-1 in the estimated quantities stated and the ability to provide firm, written fuel supply agreements to support supply and delivery of these quantities. Address your ability to provide alternative supply in the event of geo-political shifts, political uprisings, poor weather and road conditions, refinery constraints or any other contingency that would prevent delivery from the primary source of supply. 3. Transportation: Address your ability to arrange and execute transportation to support orders placed under this requirement. Demonstrate ownership of trucking assets or the existence of firm transportation subcontracts. Provide a description of the condition and capabilities of owned/subcontracted trucking assets to ensure capability to provide sufficient transportation of product. 4. Operations Management: Provide a description and understanding of the key duties and responsibilities of the critical management positions for the operation. 5. Quality Assurance Operations: Provide a description of the quality assurance requirements, the quality control plan, the staff of knowledgeable and qualified personnel responsible for the quality of the products; the testing, sampling, and quantity determination requirements and procedures; and, a comprehensive plan for ensuring the integrity of the quality and quantity of the products from original product source points to the receipt destinations. 6. Security: Address your technical approach for securing operations facilities. Note: DLA Energy will not consider any use of armed private security companies. 7. Milestones: Provide the minimum timeline outlining all start-up tasks and when they are scheduled to occur prior to first delivery. Include the construction schedule, workforce hiring plan, supply schedule, loading and unloading operations, and storage and issue of fuel. DLA Energy requests that respondents provide a best estimated price per gallon for the pipeline requirement. All prices requested are for informational purposes only. DLA Energy requests that respondents provide the best estimated prices as this information will be used to determine future solicitations. Please submit your estimated price in U.S. Dollars per gallon example: $1.00/per gallon. No proposals are being requested or accepted with this announcement. THIS IS NOT A REQUEST FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS REQUEST FOR INFORMATION. The Government will not reimburse the contractor for any costs associated with preparing or submitting a response to this notice. No telephone calls will be accepted requesting a bid package or solicitation. Please provide a response either by mail or email no later than 1:00 P.M. EST, October 08, 2010.
