- U.S. Army Space and Missile Defense Command intends to issue a contract to Visicomm Industries LLC, 911 A Milwaukee Ave, Burlington, WI 53105 through solicitation W91260-10-T-0018, pursuant to the authority of FAR Parts 6.3, 12 and 3.501(a) Sole Source Acquisitions. Visicomm will be providing one (1) year Extended Warranty Support for U.S. Army SMDC/ARSTRAT, 1st Space Battalion, JTAGS, Qatar. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-43 dated 02 August 2010. The Government intends to solicit and negotiate with only source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. Visicomm manufactured the frequency converter model 75IND5060QHX to U.S. Army SMDC/ARSTRAT specification and is currently sole source US provider of its spare parts and maintenance. A justification for Other than Full and Open Competition has been prepared and approved in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. Offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
