Description
Geilenkirchen Airbase Germany Assistant Education Technician. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. The following factors shall be used to evaluate offers (listed in relative order of importance): 1. Technical capability of the item to meet the government's requirement as listed in the Performance Work Statement of Work. 2. Price. Candidate resumes and transcripts are required to be submitted with proposals. Interviews may be conducted to supplement the information contained in the proposals. PREFORMANCE WORK STATEMENT ASSISTANT EDUCATION TECHNICIAN GEILENKIRCHEN NATO AIR BASE, GERMANY 1. DESCRIPTION OF SERVICES: Non-personal services as an Assistant Education Technician (AET) in support of the United States Air Force voluntary off-duty education program, to provide professional counseling and advisement, information, and document and record preparation for Air Force personnel at Geilenkirchen NATO Air Base, Germany. 2. QUALIFICATIONS: The AET must have completed a Baccalaureate Degree from a regionally accredited institution. Successful completion of twelve (12) semester hours in education and/or psychology courses AND 1-year experience providing counseling and advisement to individuals regarding educational issues is desired. Computer experience is highly desirable. A personal resume with attached college transcripts reflecting awarded degree(s) information must be provided. Applicants must have a minimum of 1 year left on station. 3. UNIT/PAYMENT: A unit shall consist of a four-hour time block during which appropriate counseling and advisement services are provided. The AET shall provide at least a minimum of five counseling sessions per unit. (IE: Within the four-hour time block, at least five counseling sessions must be conducted.) Bids should be on a unit basis. Contractor will be required to submit invoices for payment through Wide Area Work Flow (WAWF), with a hard copy log/time sheet given to the Education Services Officer for processing. The number of units per day will vary according to the work load. During Promotion test cycles, AET will be required to work two units per day, as directed 4. SPECIFIC DUTIES: a. The AET shall provide the services identified in paragraph 1 as required. This shall include the following subject areas as the needs of the students dictate. (1) Community College of the Air Force (CCAF) (AFR 53-29, CCAF catalogs, CCAF updates, and Counselor's Handbook) (2) Off-duty adult continuing education (AFI 36-2306) (3) Defense Activity for Non-Traditional Education Support (DANTES) (DANTES catalogs) (4) Air Force tuition assistance (AFI 36-2306) (5) Financial aid (The Student Guide, Bluebooks, et al) (6) Testing for credit (DANTES Examination Program Handbook - DEPH) (7) Veteran's Administration educational benefits (VA circulars) (8) Correspondence program (DANTES catalogs) (9) Independent study (DANTES Independent Study catalog) b. The AET works with the following forms and special web based programs, as required in support of the education programs (new forms or changes to forms will be provided by the Air Force): (1) AF 56, Application for Training Leading to a Commission in the United States Air Force (2) AF 118, Refund of Tuition Assistance - Education Services Program (3) AF 968 - Community College of the Air Force (CCAF) Registration (4) VA 22-1990, Application for Educational Benefits (5) VA 22-1995, Request for Change of Program or Place of Training (6) Air Force Portal (7) AFAEMS (8) CCAF (9) DANTES (10) AFIADL (11) Spouse Tuition Assistance (STAP) (12) Weighted Airman Promotion System (WAPS) (13) Others as they become part of the Air Force Education System. c. The AET will prepare and maintain all required correspondence, forms, records, and documentation needed to support the services provided. The AET will assist eligible personnel with applications for tuition assistance, special programs, or other requests associated with the off-duty education programs. The AET will maintain all Air Force owned resource materials, furniture, equipment, and supplies. d. Other duties include, but not limited to: (1) Submit announcements and information to the GK Bi-Weekly bulletin: review bulletin when released to ensure accuracy of information submitted (2) Update bulletin board with current information and class schedules for on- base schools. (3) Update Classroom Calendars on the R:Drive when updated schedules are provided by on-base schools. (4) Brief incoming members twice monthly at the GK & JFC base INTRO (5) Maintain Study Guide inventory data base, contacting students when materials are overdue. 5. CONTRACTOR FURNISHED MATERIALS: The AET shall not be required to furnish any materials, equipment, or property relevant to this position. 6. SPECIAL REQUIREMENTS: The AET will present and maintain a professional image with the public, clients, and education staff members. The AET will maintain regular contact with the Geilenkirchen Education Center and will notify the Education Center if a call schedule change becomes necessary. The Education Services Officer (ESO) will concur prior to any changes. 7. TERMS OF CONTRACT: Contract will cover 1 October 2010 through 30 Sept 2011, plus a 2 year renewable at option of Education Services Officer.
