- The Department of Veterans Affairs, VISN 11, in accordance with FAR 6.302.1 (only one responsible source and no other supplies or services will satisfy agency requirements) intends to negotiate on a sole source basis with University of Michigan Clinical Research Unit (MCRU). NAICS 541690 applies; the small business size standard is $7.0 Million. The Contractor shall central lab processing for the Improving Neuropathy and Mobility in Subjects with Early Diabetes study at the VA Ann Arbor Healthcare System, 2215 Fuller Road, Ann Arbor MI 48105, for the period from date of award through September 30, 2010 with two (2) additional one (1) year options. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 3:30 pm on September 17, 2010.
