Description
BAA, Full Text Announcement The Air Armament Center, Advanced Programs Division, Advanced Projects Branch (AAC/EBSK/EBSA), Eglin AFB, FL 32542 is seeking vendors with materiel solutions in order to assess, by demonstration, the readiness of industry to satisfy the basic capabilities expected of a Lethal Miniature Aerial Munitions System (LMAMS) solution. Vendors are asked to produce a System Summary paper that will be reviewed and assessed by the Government team. After assessment of the System Summary papers, selected vendors meeting the criteria will be asked to produce a written proposal and perform a demonstration of inert system capabilities as described in the Broad Agency Announcement (BAA) Section VI. Following the system demonstration, using a combination of the proposal and demonstration results, AAC/EBSK/EBSA is contemplating awarding up to three (3) full and open competitive contracts for materiel to support a non-competitive characterization of the weaponized system against representative targets as described in BAA Section VII. AAC/EBSK/EBSA will sponsor an industry day on 22 September 2010 at the University of Florida Research and Engineering Education Facility (REEF), adjacent to Eglin AFB, FL. Interested vendors are welcome to have up to two (2) representatives attend. Please contact the Program Manager, Capt Chad Steipp (chadwick.steipp@eglin.af.mil) for registration and instructions. Vendors will submit their System Summary paper, using the BAA guidelines to Amy M. Wiggins (Contracting Officer), Advanced Projects Branch, 850-883-3268, amy.wiggins@eglin.af.mil and Capt Chad Steipp (PM/EN), Advanced Projects Branch, 850-882-3590, chadwick.steipp@eglin.af.mil no later than 4:00 p.m. CST, on 1 October 2010. Vendors that submit a System Summary paper showing the capability to demonstrate their systems in the November 2010 timeframe in an inert configuration and that provide reasonable assurance of the capability to demonstrate the weaponized system in the May 2011 timeframe will be invited to prepare and submit a written proposal, using the BAA Section V guidelines no later than 4:00 p.m. CST, on 1 November 2010. Demonstrations of inert system capability against established assessment criteria in accordance with the BAA Section VI are anticipated to be held during the timeframe of 8-19 November 2010. The contracts are anticipated to be awarded in December 2010 with a period of performance not to exceed 6 months. The anticipated dollar value for each contract awarded is not to exceed $250,000. An Ombudsman has been appointed to address concerns of potential offerors. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. Routine matters or matters administrative in nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the points of contact identified below.
