- RFQ The Drug Enforcement Administration (DEA) has a requirement for services in support of the El Paso and Houston Field Divisions to provide vehicle security for the transportation of bulk quantities of marijuana in the states of Texas and New Mexico. This Request for Quotation (RFQ) is being issued in accordance with Simplified Acquisition Procedures; the DEA intends to award a purchase order under the test program described in Federal Acquisitions Regulations (FAR) Subpart 13.5. The following citations for commercial items prepared in accordance with the format in FAR Part 12.3, as supplemented with additional information included in this notice. This RFQ does not commit the government to pay any cost incurred in the submission of quotations/proposals or to award a purchase order for this service. It is also noted that the Contracting Officer is the only individual who may legally commit the Government to the expenditure of public funds in connection with this procurement. RFQ number: DJD-10-N-0093 is issued as a full and open competition. The applicable NAICS code is 561612 (Security Guard and Patrol Services), Size Standard $11.5 M. Offerors will be evaluated based on: A. Management Capabilities/Methodology, B. Past Performance and C. Price. This RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular FAC 2005-43. This announcement constitutes the only RFQ; quotations/proposals are being requested. This acquisition incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. The full text of a clause may be accessed electronically at https:// www.acquisition.gov. 52.212-1 Instructions to Offerors - Commercial Items (Jun 2008), 52.212-2 Evaluation - Commercial Items (Jan 1999), 52.212-3 Offeror Representations and Certifications - Commercial Items (Aug 2009), 52.212-4 Contract Terms and Conditions - Commercial Items (June 2010), and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (July 2010). The additional clauses cited within the clause are applicable: 52.203-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-50, 52.232-33, 52.233-3, and 52.233-4. The Government anticipates award of a single firm fixed price purchase order. All offerors shall submit a quote which will be evaluated. All questions regarding this RFQ shall be submitted in writing via email to Contract Specialist Nanaesi Amoo at nanaesi.amoo@usdoj.gov by September 14, 2010 at 8:00am EST. If necessary, an amendment with answers to questions will be issued to all known offerors by September 16, 2010. All quotations/proposals must be received by September 20, 2010, at 8:00am EST.
