- 1. The estimated solicitation issue date is simultaneous with this announcement - posting September 10, 2010 and closing/response date being September 15, 2010, pursuant to FAR Subpart 12-6.2. Purchase Order #R2107100028, National Park Service, Northern Great Plains Inventory and Monitoring Network has a requirement to purchase satellite imagery for 10 National Park units.3. The Northern Great Plains Inventory and Monitoring requires the imagery to be processed using eMap International's proprietary ImageBoost enhancement. This enhancement maximizes the image usefulness by maximizing the spatial information often hidden behind deep shadows, over-saturation, poor color balancing and light haze; and will maximize the value of every geospatial dollar spent.4. Description: One firm fixed price quote is being requested, supplying imagery for the following parks:Archived Imagery:a. Knife River Indian Villages NHS; from archives - 106 sqKM; andImage Tasking to include ImageBoost enhancements:a. Knife River Indian Villages NHS - 106 sqKM;b. Agate Fossil Beds National Monument - 73 sqKM;c. Scotts Bluff National Monument - 55 sqKM;d. Devils Tower National Monument - 25 sqKM;e. Fort Union Trading Post NHS - 25 sqKM;f. Fort Laramie National Historic Site - 31 sqKM;g. Jewel Cave National Monument - 25 sqKM;h. Mount Rushmore National Memorial - 25 sqKM;i. Wind Cave National Park - 337 sqKM.j. Missouri National Recreation River - 130 sqKM.5. Qualified Source: eMap International LLC6. Mandatory Language: Authority is 10 U.S.C. 2304(c)(1)-FAR8.405-06, Other than full and open competition. 7. Justification: The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.8.
