- The proposed contract action is for a service for which the Government intends to negotiate with only one source, The Institute 4 Priority Thinking, under the authority of FAR 6.302-1. The Department of Veterans Affairs, VISN 2 requires the development of an ethics pilot program designed to help the VA leadership team in Syracuse increase the performance of their team while building a climate in which sound priorities are initialized within the work habits and practices of the organization. Building on previous ethics training, this project will serve to develop an ethics culture within VISN 2. VISN 2 is in need of specific assistance in developing a program based on the ethics education provided to the Genesis Leadership Program as well as a program overview presented at Canandaigua VA. Interested parties may identify their capability to respond to the requirement by email. This notice of intent is not a request for competitive proposals. However, all information received by 12:00 p.m. EST, September 17, 2010, will be considered by the Government. A determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NAICS code is 611430 with a size standard of $7 million.
