- JOFOC The USDA Agricultural Research Service South Atlantic Area (950 College Station Road, Athens, GA 30605) intends to procure one lot of cattle currently the subject of research under CRIS 6619-31630-002D begun in 2006. The lot consists of approximately 435 cows and 293 calves of Angus, Brahman, and Romosinuano breeding. The proposed sole source is the University of Florida, a party to the research effort. The Government believes this is the only source for this provider. This acquisition will be a commercial item acquisition under the procedures identified in FAR Part 12. A firm, fixed-price order is anticipated. The proposed contract action is for a need for which the Government intends to solicit and negotiate on a sole-source basis to the source named above, under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration and demonstrate that they are qualified to fulfill the needed requirement by providing a brief summary of their ability to do so to the Contracting Officer identified in this notice. The summary should identify the specific capabilities of the interested party and explain precisely how the need stated above can be met; general literature relating to your capabilities, without addressing the specific requirements, will not be considered. Contact can be made through e-mail or through fax communication. Telephonic responses to identify your capabilities will not be evaluated in determining if another source is available. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation number AG-4384-S-10-0038 is issued as a request for quotation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44. (iv) This procurement is unrestricted. The NAICS code is 112111, Beef Cattle Ranching and Farming. The small business size standard is $750,000 average annual gross income for the past three years. (v) The award will be for one contract line item number for one lump sum. CLIN1, Qty 1, LS (vi) The University of Florida will transfer ownership of cattle currently the subject of research under CRIS 6619-31630-002D begun in 2006. The lot consists of approximately 435 cows and 293 calves of Angus, Brahman, and Romosinuano breeding. (vii) Delivery shall be FOB Destination, USDA ARS Subtropical Agricultural Research Station (STARS), Brooksville, Florida. Title will transfer upon contract award. (viii) The provision at 52.212-1, Instruction to Offerors - Commercial, applies to this acquisition. NOTE: Since this is a combined synopsis/solicitation and no written solicitation will be issued, please disregard references to the SF 1449 in this provision; other instructions still apply. (ix) The contracting officer will make award based on price and price-related factors. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror/Representations and Certifications - Commercial Items, with its proposal, unless the offeror is registered in ORCA. (xi) FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (xii) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following FAR clauses cited in 52.212-5, which are to be indicated by the contracting officer as incorporated by reference, are applicable to this acquisition: 52.203-6; 52.219-28; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.225-5; 52.225-13; 52.232-33;. (xiii) Because of the nature of this acquisition, no warranties are to be provided.
