Description
The National Institute of Health intends to award a firm fixed price purchase order to Soft Computer Consultants, INC, (SCC) 5400 Tech Data Dr., Clearwater, FL 33760-3116, on a sole source basis under the authority of FAR 6.302-1, Only One Responsible, No Other Supplier or Services Will Satisfy Agency Requirement, 41.U.S.C. 253 (c)(1). This requirement is to provide the development of standard interfaces with COTS application Histotrac for the data management of information between the Clinical Research Information System (CRIS), Softlab /Mic and Histotrac. In addition the vendor will provide support services for the implemenation of the interfaces. Soft Computer Consultants, Inc is the only known source who can provide the required interfaces due to the proprietary nature of the requirement. SCC has proprietary rights to Softlab/Mic software, and are the sole and exclusive provider of support services for SCC Soft Computer Licensed software. The intended procurement will be classified under North American Industry Classification System Code 541511, with a size standard of 18M. The requirement is being processed in accordance with the simplified acquisition procedures as stated in FAR 13.106-(b)(1). The Period of Performance is a one (1) year base period. If there are any responsible contractors who meet the capabilities cited to perform the requirement, they may submit their capabilities in writing which will be considered by the NIH. This notice of intent is not a request for competitive proposals. However, all information received within the ten (10) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon reasons to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
