- This is a combined synopsis/solicitation for commercial items reference number PR2547 issued on 8 September 2010 prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal that is being requested and an additional written solicitation will not be issued. This synopsis/solicitation is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures under FAR Part 12.5. This solicitation document and incorporated provisions and clauses are those in effect in the current Federal Acquisition Regulation (FAR) FAC 2005-43 and Defense Federal Acquisition Regulation Supplement (DFARS) DCN 20100908. The NAICS code is 443120 and the small business size standard has Average Annual Gross Revenues up to $9 million. The Business Transformation Agency (BTA) has a Small Business Set-Aside requirement for CLIN 0001 inclusive of the following: one (1) Disk Enclosure with Storage Controller with eight (8) 2 Terabyte SATA Hard Drives including installation; one (1) Rack Mount Kit with SAS Connector and Cable; one (1) Power Supply with Cables; one (1) Electronic Documentation; Hardware Service Support 7x24 with 4hr Onsite; and, Post-Warranties for 12 months. The hardware will support the archiving of agency records on the BTA Local Area Network that allows mixing hard drive sizes and has flexibility with expanding volumes that leverage flexible RAID configurations. Chassis size is 2u. Only 8 bays required. Hard drives attached using iSCSI 1 GiG. Hot swap RAID controllers not required. The size of Equipment/Services shall be delivered to BTA Arlington, Virginia. The period of performance is one (1) year. FOB point is Destination. Inspection and acceptance shall be at Destination by the Government. The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Offers shall be evaluated on a technically acceptable, low offer basis. The clause at 52.212-2 Evaluation of Commercial Items, provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the Offeror must ensure a completed ORCA is available for download. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.211-14, Notice of Priority Rating for National Defense Use, FAR 52.211-15, Defense Priority and Allocation Requirements, FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era, clause at FAR 52.232-33, Payment by Electronic Funds-Central Contractor Registration. The clause at DFARS 252.204-7004, Required Central Contractor Registration; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders; DFARS 252.225- 7001, Buy American Act and Balance of Payment Program.
