- J&A The 10th Contracting Squadron, United States Air Force Academy (USAFA), Colorado, intends to award a sole source purchase order to Space Quest for the following items: Quantity Item 1 GPS Receiver 1 UHF Uplink and S Band Downlink radios, and supporting communication subsytems The USAFA builds three satellites per FalconSAT mission: engineering, qualification, and flight models. It is imperative that all models are equipped with same parts and have the exact same configurations to ensure mission success once the satellite is launched into orbit. A communication system was acquired through a competitive purchase order to Space Quest. As USAFA has an existing communication system from Space Quest, to receive a communication system from a different vendor would cause mission delays, additional costs, and uniformity issues. An additional cost of $250,000 would be incurred as the software would have to be rewritten if a different communication system was to be used. This acquisition will be done in accordance with FAR 12 and 13 procedures. This reference document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2005-43, Effective 02 Aug 2010. The North American Industry Classification System Code (NAICS) is 334220 and the size standard is 750 employees. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any vendor that feels they have the ability to meet this requirement may submit information (3 pages or less) to support their claim. The government does not intend to pay for any information provided under this synopsis. 5352.201-9101 OMBUDSMAN (APR 10) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
