Description
INTENT TO AWARD A SOLE SOURCE. It is the intent of the Program Support Center to award a sole source simplified acquisition to Corporate Executive Board to acquire a Corporate Leadership Council membership for the Department of Health and Human Services, Office of the Secretary, Office of Human Resources (OHR). It the OHR mission to recruit, retain and honor a world-class workforce to serve the American people. To achieve its mission, OHR has established the following strategic goals: 1)Implement a strategy to provide a positive, health work environment for all OHR employees; 2) Implement a new Human Resources Business Model; 3) Revamp the SES Performance Management Program; 4) Develop a Departmental Career Management Guide for all major fields; 5) Development a Human Resources End-to-End IT Implementation Strategy in coordination with OPM and other federal agencies; 6) Implement a strategy to increase the percentage of HHS “differently abled” and veteran employees; and 7) Implement a strategy to improve recognition of differential performance across the Department. The Corporate Executive Board’s Corporate Leadership Council (CLC) membership will support the mission of OHR by providing: 1) Access to proprietary quantitative studies on such topics as employee engagement/satisfaction, increasing the business alignment and effectiveness of HR, HR performance and capabilities, performance management, succession planning, employment value proposition design, workforce planning and metrics and measurements (available online or via hardcopy); 2) Access to more than 10,000 research briefs/white papers completed by the CLC; 3) Ability to request custom research projects (white papers) from the CLC’s research staff, as needed; 4) Best practice profiles of leading human capital organizations; 4) Access to research briefs and pulse benchmarking data; 5) Unlimited online access to the CLC research website and tools; 6) Access to functional assessment diagnostic tools; 7) Access to employee pulse survey tools and 8) Access to a HR field staff training portal which includes elearning modules, communication guides, and job aides. The CLC information, tools, and templates are proprietary products. The Govnerment knows of no other source able to provide this cross cutting research and information to satisfy the needs of the agency. Interested concerns may identify their interest and submit a capability statement that demonstrates their ability to provide the services required. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. NO SOLICITATION IS AVAILABLE; therefore, requests for such document will be considered invalid responses. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses are received within seven days from the date of this synopsis, the Contracting Officer will proceed with the award to Corporate Executive Board.
