Description
NASA/GSFC has a requirement for the Recovery of Nimbus Observational data.NASA/GSFC intends to purchase the items from HOV Services, LLC. Two types of high-endphoto scanners are required to scan Nimbus film data: the first must be equivalent to theLeica air photo scanners used to scan NASAs Heat Capacity mapping Mission frames for theCDMP. Nimbus film was processed on similar devices as HCMM film. The Second is a filmscanner normally used for scanning medical X-rays. This type of device is needed todigitize the longer (i.e., 21) film scenes at 600 dpi. This film is similar to the oldB&W satellite film from Defense Meteorological Satellite Program. The facilities need tobe located within 50 miles of the NASAs film archive at GSFC and WNRC. This allows forGovernment inspection of the scanning and indexing process and ensures the per-imageshipping costs are at a minimum with respect to the per-image scanning costs. HOVServices has unique experience in configuring both scanners needed for NASA-type filmarchives, scanning and indexing all of the NASA film from HCMM mission as part of theNOAA Climate Data Modernization Program (CDMP). NOAA CDMP has partnered with HOVServices since 1999 to digitize and index Defense Meteorological Satellite film recordsthat are from the same era as the Nimbus Film records.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities, qualifications and quote withdelivery schedule to perform the effort in writing to Sherika D. Wilson,Sherika.D.Wilson@nasa.gov, no later than 4:30 p.m. Eastern Standard Time (EST) onSeptember 20, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
