Reference No.: NHLBI-PB-(DE)-2010-325-CRS Title: Consulting Services THIS IS A COMBINED SYNOPSIS / SOLICITATION NOTICE. This is a combined synopsis / solicitation for commercial items, prepared in accordance with the format of FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference solicitation number is: NHLBI-PB-(DE)-2010-325-CRS This solicitation is issued as a request for quotation (RFQ). This acquisition is being conducted under the procedures in accordance with FAR 13.3 Simplified Acquisition Methods, and FAR Part 13.5. The resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-043. The total contracted dollar amount, including options will not exceed $5 million. The procurement is being conducted on a competitive basis, and is a small business set-aside. The North American Classification System (NAICS) code applicable to this requirement is 541690 and the Size Standard is $7.0 Million. It is anticipated that a fixed price type contract will be awarded. The FOB terms are “Destination” and Net 30. The estimated level of effort for this requirement is not expected to exceed 624 hours during the period of performance, beginning the date of award and for approximately twelve months. Period of performance: The proposed period of performance for this service will consist of one (12) month basic contract period (October 1, 2010 – September 30, 2011) and will include four (4) options to renew for a twelve month period per fiscal year. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.giov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement resulting from this solicitation. NOTE: lack of registration in the CCR will make an offeror ineligible for award. THE NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA), on behalf of the National Institute of Dental and Craniofacial Research (NIDCR) requires the services of a professional who is familiar with the NIH, NIDCR, with dental public health training programs and competencies, and with oral health research. Background Information: The National Institute of Dental and Craniofacial Research (NIDCR) has supported a residency program in the specialty of Dental Public Health (DPH) for almost thirty years. As one of only 11 currently accredited training programs for the specialty in the U.S., this program provides a critical resource for ensuring the nation’s current and future infrastructure in public health dentistry. As the Nation’s lead agency for dental and oral health, the NIDCR ensures that by accreditation, the program meets the necessary evaluation criteria for funding research training, and career development programs in dental/oral health research and practice of DPH. There are significant responsibilities associated with maintenance of a high quality accredited program, provision and documentation of appropriate resident support, and ongoing documentation of adherence to required standards. There are a limited number of detail oriented individuals who possess simultaneously the knowledge, experience, and skills needed to accomplish the task with the quality and speed necessary. The work requires a professional familiar with NIDCR, its DPH training programs, and the competencies of the specialty and American Dental Association's Commission on Dental Accreditation’s (CODA) requirements for accreditation of dental specialties. This person should also be organized, motivated to work independently, and a polished writer. The person must also have an interest in mentoring and in life-long learning. Additionally, the NIDCR is conducting an evaluation of the 2001 and 2008 rounds of NIDCR Oral Health Disparities Centers. This activity will require a temporary increase to our evaluation staff. The contractor will work under the supervision of the NIDCR Science Evaluation Officer in the conduct of this evaluation. The temporary services needed for the endeavor will require a person with evaluation knowledge and experience, with specific dental knowledge and training an added desirable quality. Purpose and Objectives for the Procurement: The purpose of this purchase order is to secure professional services of an individual sufficiently qualified to play a major administrative role in the NIDCR DPH specialty training program, providing critical assistance to full-time NIDCR employees for whom responsibility for the program is one of several duties, and to provide evaluation services in support of the NIDCR Health Disparities Research Program. Scope of Work for Residency Program: (There are two scopes of works for the contract. One is working with the residency program and one with the evaluation officer. They are separate tasks). The contract will involve and include, but not limited to the following as outlined in the Statement of Work. The contractor shall: • Review, advise, and assist NIDCR in maintaining all documentation and materials necessary to the effective administration of a high quality DPH residency and help in meeting accreditation goals in consultation with DPH Residency Project Directors (PDs). Examples of such documents could include, but not be limited to, o Residents’ orientation manual o Program operations manual o Forms and templates for routine use by residents and staff o Documentation of key meetings and decisions o Residency program records and electronic files o Updates to application materials and web pages, as needed. • Assist in ensuring that residency program activities related to and required by the Commission on Dental Accreditation are accomplished in a timely manner. • Organize and refine filing system and procedures for the residency program. • Assist in the application review and selection process for the 2011/2012 and subsequent classes of DPH residents. • Assist in residency mentoring and other faculty activities, such as organization and conduct of journal club, etc. Time Line for the Planning/Reporting Activities: Approximate date- Within 14 days of contract award. Activity/Accomplishment- Meet with Director of OSPA to discuss expectations and parameters of performance. Deliverable- Written summary of discussion and resulting decisions/plans agreed upon, due within 30 days of contract award. Approximate date- Monthly. Activity/Accomplishment- Conduct activities described in above scope of work, in consultation with OSPA staff. Deliverable- Brief (one page or less) monthly report listing activities conducted. Report also shall alert OSPA Director to needs or decision points anticipated for the following quarter. Approximate date- Within 30 days prior to contract expiration. Activity/Accomplishment- Expiration/conclusion of contract Deliverable- Summary report of activities and accomplishments completed under this contract. Advisement of recommendations for process improvements also would be appreciated. Most of the work required can be accomplished by a contractor working from home. Some aspects (reviewing paper files and materials, journal club participation, etc.) need to be accomplished on-site. Scope of Work for the Health Disparities Research Program Evaluation: The contractor will assist the NIDCR Science Evaluation Officer in the conduct of the evaluation of the 2001 and 2008 rounds of NIDCR Oral Health Disparities Centers. Evaluation Plan for the Health Disparities Research Program: Reviews of program and project documents, including the 2007 evaluation, and interviews with key informants (NIDCR Deputy Director, NIDCR Extramural Director and Deputy Director, NIDCR Program Director for Disparities Research) were used to develop an evaluation plan, which includes key evaluation questions and data collection methods. Health Disparities Research Program Evaluation: The contract will involve and include, but not limited to the following as outlined in the Statement of Work. The contractor shall: (1) Development of data collection instruments based on key evaluation questions. This includes assuring validity and reliability of instruments of the planned purposes according to generally accepted standards. (2) Data collection including document reviews, survey administration, bibliometric analyses, and interviews with PIs, trainees, and other investigators. Some interviews will require travel to a former or current Center. (3) Database management to assure that appropriate data quality control procedures are applied to data collection, data management, and data storage. (4) Provision of descriptive analyses of data collected. (5) Preparation of written reports detailing instrument development, data analyses, and data interpretation, including identification of good practices and recommendations for program improvement. Time Line for the Health Disparities Research Program Evaluation: The evaluation began in January 2010 and will continue for several years. Contractor support is requested from October 1, 2010, through March 31, 2011. The contractor will work with the evaluation officer for 6 months out of the year. Approximate date- Within 14 days of contract award Activity/Accomplishment- Meet with Science Evaluation Officer (SEO) to discuss expectations and parameters of performance. Deliverable- None Approximate date- November 30, 2010 Activity/Accomplishment- Complete data collection and analysis and prepare written report to address Key Evaluation Question 1. Deliverable: Written report. Approximate date- January 31, 2011 Activity/Accomplishment- Complete data collection and analysis and prepare written report to address Key Evaluation Question 2. Deliverable- Written report. Approximate date- March 31, 2011 Activity/Accomplishment- Complete data collection and analysis and prepare written report to address Key Evaluation Question 3. Deliverable- Written report. Although the workload may fluctuate from month to month, NIDCR estimates the needed professional services will require approximately 624 hours over the course of the calendar year. The contractor’s effort will be divided roughly in half between the two projects, though in any given week the effort might be concentrated more on one project or the other. Evaluation criteria for Contractor Applicants: • Must have completed educational requirements to become board-eligible for the American Board of Dental Public Health • Demonstrate sound substantive knowledge, experience, and skills in Dental Public Health • Familiarity with the American Dental Association's Commission on Dental Accreditation’s (CODA) requirements for accreditation of dental specialties • Familiarity with NIDCR, its Dental Public Health training program, and the competencies of the specialty as defined by the American Board of Dental Public Health • Knowledge of program evaluation, specifically higher education accreditation methods, bibliometric analysis, and process and outcome evaluation methods • Experience in the design of data collection tools • Skill in data management and descriptive data analysis, including analysis of quantitative and qualitative data • Be organized, motivated to work independently, and a polished writer • Demonstrate an interest in mentoring and in life-long learning FAR provisions and clauses that apply to this acquisition are: FAR 52.212-1, Instructions to Offerors-Commercial Items (JUN 2008); FAR 52.212-2 Evaluation – Commercial Items (JAN 1999); FAR 52.212-3, Offeror Representations and Certifications – Commercial Items (AUG 2009); FAR 212-4 Contract Terms and Conditions – Commercial Items (JUN 2010); FAR 52-212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders – Commercial Items (JUL 2010) is included with the following additional clauses: FAR 52.232-33, Payment by Electronic Funds Transfer – Central Contractor Registration (OCT2003); and FAR 52.204-7, Central Contractor Registration (APR2008).
