Description
The National Institute of Health (NIH), National Institute on Drug Abuse (NIDA) Office of Acquisitions, Station Support Simplified Acquisitions Branch on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) intends to enter an Inter-Institutional Affiliation Agreement with the University of Virginia (UVA) Medical Center, Charlottesville, VA to sponsor an accredited training programs at NIH with respect to certain services to be provided by the Parties in support of the residents participating in the NINDS graduate medical education program in Neurologic Surgery. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of FAR 13.106-1(b)(1) and FAR 13.501 (a)(1) to use Simplified Acquisition Procedure for commercial items. The North American Industry Classification System Code for this acquisition is 611310 and the business size standard is $7.0 million. The NIH and the NINDS, DIR, Neurosurgery Program has established a first-of-its kind Neurosurgery Residency Program (NSRP). The NSRP received accreditation from the Accreditation Council for Graduate Medical Education ("ACGME") in January 2010. The primary goal of the NIH-NSRP is to train academic neurosurgical leaders with the ability to perform world-class neuroscience research throughout their careers, as well as successfully compete for grant monies and develop a strong independent research effort upon completion of their residency training. To accomplish this objective, the NIH, as the sponsoring institution, is partnering with the University of Virginia (UVA), the program partner. The program is a seven-year residency program with three full years at the UVA for Clinical training, three full years at NIH for research training and one year split between NIH and UVA for Clinical training. The development of the NSRP allows NIH to select residents with a dedicated research interest and commitment to academic neurosurgery. While in this residency program, the selected resident will be directly involved in the supervised management of inpatient and outpatient neurosurgical patients, and performance of consultations. The resident will receive instruction and acquire experience in the inpatient wards and outpatient clinic, the ICU, and the operating room. The resident will acquire general skills necessary for evaluation of patients before and after surgery, diagnosis of common neurosurgical patients with various disorders which will help the resident to acquire knowledge of principles of the pathophysiology, management, and treatment of central nervous system disease. The resident will learn basic neurosurgical techniques and will be required to present cases at the weekly clinical neurosurgery conference and at the monthly mortality and morbidity conference. Period of performance is one year from date of award with six (6) one-year optional period. Place of performance is alternate between the NIH in Bethesda, MD and UVA in Charlottesville, VA. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider response submit on or before 5:00 PM local time September 18, 2010 to ln18x@nih.gov. All information furnished must be in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered in and have valid certifications in the Central Contractor Registration (CCR), www.ccr.gov and the Online Representations and Certifications Application (ORCA) www.orca.bpn.gov.
