- Mission and Installation Command Contracting Command (MICC), Carlisle Barracks PA intends to procure Summon Discovery Services on a sole source basis with Serial Solutions-a Proquest company, Seattle, Washington under the authority of FAR subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Serial Solutions/Proquest has proprietary rights to the database which will be used as a discovery tool for the US Army War Colleges library collection. Responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Detailed capabilities may be submitted to MICC-Carlisle Barracks, Attention: Stacy Ling, 314 Lovell Avenue, Carlisle Barracks, PA 17013; e-mail: stacy.m.ling@us.army.mil by 4:00 p.m. 15 September 2010. All information shall be furnished at no cost or obligation to the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this requirement based upon responses to this notice is solely within the discretion of the government. Telephone inquiries will not be accepted. This synopsis is not a request for bid or proposal. No solicitation is available.
