Description
NASA/JSC has a continued requirement for an increase of the NTE value for softwareservices support provided by L-3 Services, Inc. under the Simulation and SoftwareTechnology contract, NNJ08HA01C, which provides support to the Automation, Robotics, andSimulation Division (AR&SD) through 2-28-13. AR&SD is responsible for developing andsupporting simulation and Virtual Reality (VR) applications for Extra Vehicular Activity(EVA) training systems, robotics training systems, and engineering analysis; anddeveloping situational awareness and planning software. AR&SD is also responsible forproviding engineering in the areas of Vehicle System Management (VSM), automation andintelligent systems, and telerobotics and autonomous robotic systems for ground and spaceflight applications. AR&SD supports the Space Shuttle, International Space Station(ISS), and Constellation Programs, as well as other advanced programs.This action is being taken due to unforseen program requirements that have resulted in aneed to increase contract NNJ08HA01C's NTE value. NASA/JSC intends to purchase the itemsfrom L-3 Services, Inc. The authority for this action is Federal Acquisition Regulation6.302-1 (a)(2)(iii)(B) Only one responsible source and no other supplies or services will satisfy agency requirements when it is likely that award to any other source wouldresult in unacceptable delays in fulfilling the agencys requirements.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 23, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
