- The U.S. Office of Personnel Management (OPM), Facilities, Security & Contracting (FSC), Contracting Group, has a requirement for a contractor to modify several aspects of the USAJOBS user interface, as well as the Business Gateway to fully integrate the USAJOBSAssess tool with the USAJOBS website to manage and accept data. OPM intends to issue a non-competitive award that will result in a contract to Monster Government Solutions, LLC, located at 8280 Greensboro Drive, Ste. 700, McLean, Va 22102-3807. The contractor currently performing site hosting support services for the USAJOBS web site is Monster Government Solutions (MGS) while the USAJOBSAssess tool was developed, tested and implemented as a pilot on a smaller scale by contractor, PDRI. In order to now fully integrate the assessment tool with the USAJOBS web site, OPM will need to modify several aspects of the user interface as well as the Business Gateway to manage and accept data from the USAJOBSAssess system. The Business Gateway changes require coding to be performed within the Monster owned proprietary platform and require Monster to implement those code changes. Therefore, issuing a non-competitive award to MGS will provide us with the assurance of successfully integrating USAJOBSAssess with the USAJOBS web site hosting platform to enable job seekers to securely access the tool, providing essential information to Federal agencies that use the website for recruitment. Implementation of this solution as quickly as possible is necessary to support the deadline for Agencies to eliminate the use of KSAs by November 1, 2010 presenting a high risk to schedule if competition were necessary. Additionally, the addition of the assessments to the “My Account” functionality poses a high security risk to allow another vendor access to applicant information databases containing Personally Identifiable Information (PII). This requirement is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items. The authority for this award is FAR 13.106-1 (b) (1) – For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to John R. Dismond at john.dismond@opm.gov within 5 calendar days of the published date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. All OPM contractors are required to register in the Central Contractor Registration (CCR) database prior to execution of award. If no competitive responses are received, an award will be made to Monster Government Solutions, LLC
