Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at http://www.arnet.gov/far. The solicitation number is Q9512110001, and the solicitation is issued as a Request for Quotation. The NAICS code is 424720 with an associated small business size standard of 100 employees. This solicitation is unrestricted, and will result in one or more awards of a Blanket Purchase Agreement, to vendors determined to be responsive and responsible. The Government will consider past performance in determining responsibility. DESCRIPTION: The National Park Service, Olympic National Park, has a requirement for an approximate combined total of 24,000 gallons of Ultra Low Sulfur Diesel and / or BIO Diesel. The park's annual use is approximately 10,000 gallons of off-road fuel, 14,000 gallons of highway fuel, 20,000 gallons of heating oil, 200 gallons of 15/40 Bulk Oil (used for heavy equipment), and 500 gallons of high octane gasoline (for marine use) to be delivered to various locations within Olympic National Park. Park facilities are located in Clallam, Jefferson, and Grays Harbor Counties, Washington. Fuel tanks are typically 500 to 2,000 gallons in size and are located within established maintenance compounds accessible via paved roads. VENDORS MUST BE WILLING TO DELIVER WITHIN TWO DATYS OF RECEIVING NOTIFICATION AND IN QUANTITIES OF LESS THAN A FULL TRUCKLOAD. DELIVERY LOCATIONS: 1) Park Headquarters, 600 East Park, Port Angeles, WA 98362, Clallam County;2) Ozette Ranger Station,21261 Hoko Ozette Road, Clallam Bay, WA 98326, Clallam County;3) Lake Crescent/Barnes Point, 154 Barnes Point Road, WA 98362, Clallam County; 4) Hoh Ranger Station, 18113 Upper Hoh River Road, Forks, WA 98331,Jefferson County;5) Kalaloch Ranger Station, 156954 Highway 101, Forks WA 98331, Clallam County; 6) Quinault Ranger Station, 913 North Shore Road, Amanda Park, WA 98526, Grays Harbor County. INVOICE & PAYMENT: The federal government will only be obligated to the extent of authorized purchases actually made in accordance with the BPA, and shall only pay for actual quantities received. Each individual order shall not exceed $50,000, and the maximum authorized limit of the BPA shall not exceed $500,000. The performance period will be from October 1, 2010 through September 30, 2011. The BPA will specify individuals authorized to place orders. The vendor may choose to provide an invoice for each delivery, or a summary invoice can be submitted once per month. If a summary invoice is submitted, the invoice must state the total dollar value and be supported by copies of the month's delivery tickets/receipts. Payment will be made on a monthly basis either by electronic funds transfer (EFT) or government purchase card (Mastercard). The provision at 52.212-2, Evaluation-Commercial Items, applies to this solicitation: THE VENDOR MAY OFFER BETTER TERMS TO THE GOVERNMENT, SUCH AS DISCOUNTED UNIT PRICES FROM VENDOR'S PRICE LIST FOR FUEL, AND THOSE TERMS SHALL BE CONSIDERED ON A BEST VALUE BASIS FOR MAKING AWARD SELECTION(S). IF NO DISCOUNT IS OFFERED, THE GOVERNMENT WILL ASSUME THE VENDOR IS OFFERING NO MORE THAN THE UNIT PRICES CHARGED TO THE VENDOR'S OTHER CUSTOMERS FOR THE SAME VOLUME OF FUEL. The government reserves the right to make award without discussions.
